This is an intervention that will be executed in phases and for which 428,207.90 euros have already been reserved, thanks to the decisive commitment of the Regional Government through the Ministry of Culture.
The councilman of Culture in the City council of Lorca, Agustín Llamas, has informed that the Meeting of Government of the Municipal Consistory has approved the beginning of the file for the processing of the works of consolidation of the building of the old jail deposit.
It is, in particular, the interventions to be carried out in relation to the current state of the building, this project being a first phase where the structural consolidation of the roofs and walls is already taken into account.
The works that are planned to be developed include the following actions:
1. Regarding the tendency to overturn the enclosure walls, its internal cable tie is proposed by means of metal plates.
2. In the roof structure will intervene for the disassembly of the roof tile because it is in poor condition.
It will include the removal of the area from the eaves, cribs and encounters with vertical walls, elements of existing fillings, such as debris, hurdles, fillings to get flat or grout mortar, even watered, to avoid the formation of dust and execution of a new wooden deck recovering the existing Arabic curve tiles.
3. Sanitation of the encounters between roof and vertical wall.
4. Recovery of eaves on deck.
5. Disassembly of false ceiling.
6. Demolition of interior partitions.
7. Anchoring of forged walls.
8. Intervention in existing cracks and fissures.
9. Stitching of masonry walls with poor grip material.
Agustín Llamas has anticipated that the contract execution budget amounts to € 428,207.90, financed entirely by the Autonomous Community through the Ministry of Culture.
The building of the Carcelario Deposit is a property of municipal ownership, which is included in the catalog of the Special Plan of Protection and Integral rehabilitation of the Historic Site of Lorca with the number 24022, in the farm 1 of the block 33. It is protected with a grade 2, that is, small modifications of adaptability to new uses and customs are allowed, but always keeping their fundamental structures, distributions and spatial configurations (art.262, section 14) Special Plan for Integral Protection and Rehabilitation in sector II of the historical artistic group of Lorca, revised text, final approval, March 2000) with the exception of the coats of arms that are declared of Cultural Interest.
The building presents serious damages that justify the urgent intervention of its roofs, where the damages caused by the earthquakes of May 11, 2011, add to the affections by humidity and rain that penetrate the fissures caused by the earthquake, resulting in the deterioration of wood logs and the structural safety of roofs.
We also find that these stays under cover are colonized by pigeons in an uncontrolled manner, which further accelerates the deterioration.
The execution of the rehabilitation works of the building is included within the actions defined in the Master Plan for Recovery of the Cultural Heritage of Lorca promoted by the Institute of Cultural Heritage of Spain, and approved by the Agreement of the Council of Ministers dated October 1 2011. This action is included in the works to be carried out by the City Council established in the 1st collaboration agreement signed between the Ministry of Public Works and Planning and the City of Lorca for the granting of a direct grant for the execution of works and actions in various neighborhoods affected by the 2011 earthquake, signed on December 27, 2013, and published in the Official Gazette of the Region of Murcia of 02/19/2014.
Llamas Gómez pointed out that the building, also known as Pósito Alto, which is located on Calle Cárcel and Calle Laberinto in the city of Lorca that served as a prison for the Judicial Party, was ordered to be reformed in December 1862 when the architect Juan José Belmonte was notified to the architect to carry out the Reform and Conditioning Project that would later take place in said building.
Among the various reforms that the architect was commissioned was to move the women's department from the basement to the first floor, making several interior divisions and so the basement would be unused.
Another of the modifications was to move the prisoners of pending cause to the second floor by making several interior divisions, creating in turn three cells, also on this same floor.
The ground floor will be used for municipal deposit for the most part.
As for the main facades, they will be restored with fine lime and white plaster.
These works are in addition to those that were recently approved to undertake the necessary procedures to proceed with the execution of the works that allow the rehabilitation and relocation of the arches of the cloister of Santo Domingo.
We are talking about a set that had to be dismantled as a result of the serious damage caused by the 2011 earthquakes in its structure, and it has been duly guarded ever since.
The execution budget amounts to € 359,255.05 and is also financed entirely by the Regional Government.
