The invoice of the urban SIDU agreements, which are now forced to return all citizens, now stands at € 11,395,134.76.
The municipal economic team requests to split this last installment in 5 installments so as not to distract the accounts of the City Council.
The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martinez, reported that the City Council, through its Board of Government, has requested the court to pay in several installments the amount that the municipality have to return for blame for an urban agreement approved alone and signed by a previous administration in 2005. It is an economic magnitude that reaches 1,154,596.3 euros derived from an agreement signed with the Desarrollos Urbanísticos de Lorca, whose main amount is of € 1,050,025.76, to which € 98,750.54 of costs and interest are added.
It is one of the agreements that were planned to be made on Inadequate Land for Urban Development (SIDU) signed between November 2005 and June 2006.
This is the main consequence that derives from the judicial procedure opened against the Municipal Consistory by the promoters of an agreement that included the construction of 7,938 homes in 4 farms located in the district of Zarcilla de Ramos.
We must bear in mind that this Lorca enclave has a population of 1,023 inhabitants.
The promoters have now requested the resolution of the urban agreement signed on June 15, 2006 and the refund of the money advanced in time to the previous local administration.
Juan Francisco Martinez explained that the economic team of the City has made a payment plan to fit the blow that will pay this amount for the economic coffers of all Lorca.
This document proposes to split the amount corresponding to principal and interest in 5 annual installments, beginning its payment on May 1 of this same year and extending it until 2023, in installments of the same amount.
In this way the money will be returned in 5 payments, each of them 230.919,26 euros.
The total amount that Lorca have to return to those who signed these urban agreements amounts with this new reverse to 11,395,134.76 euros.
It is recalled that the money that the previous administration entered and spent under these agreements approved alone with the rejection of all opposition amounted to 9,970,837.76 euros, while now it has had to return that amount plus 1,424,297 €
The City has paid to date € 9,270,496.94 and has yet to pay € 2,124,637.82.
The Councilor for Economy has stated that, in any case, the objective is that these incidents do not harm at all the correct provision of public services that citizens deserve, and do not include in municipal taxes.
Among the possibilities open to pay these judicial sentences has been established a system that allows Lorca, through the City Council, access to the Economic Promotion Fund (FIE), which gets that you can execute the payment directly to the promoters and cancel the debt, moving to pay more comfortably, flexibly and with less interest, in this case the Government of Spain.
It is a more agile mechanism and with better conditions that would be found in the case of having to resort to the ordinary banking market.
El Edil de Economía has stated that the agreement signed with Desarrollos Urbanísticos de Lorca is included in the municipal services as signed on June 15, 2006 on a surface area of ​​just over 4.4 million m2, indicating in the aforementioned document that "by the City Council it is considered of municipal interest to establish a residential, sports and services area that allows the tourist and urban development of the area, within the policy of empowerment of urban action."
Martínez Carrasco has pointed out that there is no mention of how to provide water, sanitation and other services (communications, energy, cleaning ...) to the hypothetical residents in the constructions that were planned to be carried out.
It lacked, therefore, of the required reports on the matter on the part of the official organisms.
The agreement contemplated the construction of 7,938 homes on land located in the district of Zarcilla de Ramos.
In general terms, the urban planning agreements in the SIDU area assumed that 86,302 homes were to be built in Lorca, affecting an area of ​​4,800 hectares.
The councilman of Economy has said that this was one of the few SIDU agreements whose promoters had not yet denounced, and is linked to the dozen that has already been claimed.
To date, the agreements that have demanded the return of the anticipated money are Suelo y Vivienda 2000 SL, La Fuensanta Parking, Las Palmeras Service Station, Ineyfam, Mediterranean Agricultural Operator, Valladolid Great Habitat, Ryszard, Lerna Development, Agrupapulpí, Time Logistic, Terracamp and Grupo Generala services.
