The City Council has already received the relevant administrative authorization that enables the provision of this service, widely claimed by neighborhood associations and the Local Police as an effective support tool in citizen security tasks.
The Mayor has anticipated that this resource will be extended to other enclaves that require it.
The Mayor of Lorca, Fulgencio Gil, has reported that the municipality will implement a system of video surveillance cameras as a private citizen security measure.
This is a measure that has been working for several years, obtaining only a few days ago the final authorization, the result of hard work developed by different municipal areas, for which we can all feel satisfied and congratulate the City Council technicians that have made it possible.
Fulgencio Gil explained that the objective of having this type of system, which works with special efficiency and offering positive results in many Spanish cities, is to provide Lorca with a resource of incontestable usefulness, whose practical nature has been contrasted in multiple cases in which the intervention of the security forces and bodies of the State has been required.
We considered that Lorca deserved to be endowed with this tool, both by the recommendation of those responsible for our Local Police and by the transfer from numerous groups of our extensive associative network, which also considered necessary the installation of this resource.
The Mayor has indicated that the objective pursued by the installation of these cameras is to ensure the protection of buildings and public facilities and their access, verify infractions of public safety and prevent the causation of damage to people and property.
We have to point out that from the Municipal Consistory it is considered that certain points and enclaves of Lorca's urban area present a high interest to implement video-surveillance systems that complement the performance of the local police force and contribute to the improvement of the exercise of their functions .
Fulgencio Gil has anticipated that the video surveillance devices will be controlled by local police agents from their Operating Room, in permanent service 24 hours a day, 365 days a year.
The direct vision of the images will allow the commissioning of patrols in the event of security incidents, while at the same time assisting the police investigations into events that may constitute criminal offenses, always under the premises and prescriptions of the Law.
The enclaves that will initially have this type of security system that allows a police operational response to acts of intrusion or contrary to the norm are Mayor Miguel Navarro Gateway, at its intersection with San Fernando and Santa Clara Streets, as well as Avenida Juan Carlos with Óvalo de Santa Paula, Alameda de la Constitución, Calle Musso Valiente, Calle Fajardo El Bravo and Avenida de Santa Clara.
The location is specially designed by the Local Police for protection against the continuous acts of vandalism, which is very difficult to control through traditional surveillance systems, which have an impact on the City Council's expenses for its repair, while at the same time creating a danger for the users, since the catwalk with risk of falling is unprotected.
The prevention of damage to people in what is the main road of the urban area, where the largest pedestrian presence in the city is concentrated, being a venue for events and events that concentrate thousands of people, such as parades of Holy Week, Magi, Carnival and San Clemente, among others.
In this way, the area of ​​a system that deals with vandalism is endowed.
It should be noted that the Organic Law 4/1997 establishes that no video cameras can be used to take pictures or sounds of the interior of the houses, or of its halls, when it directly and seriously affects the privacy of people, nor can it be used. to record conversations of a strictly private nature.
Thus, the field of vision of the cameras will be adapted in a fixed and non-manipulable way so that, in no case will images be captured other than those of the interested ones.
We must indicate that at the confluence of Juan Carlos I with the adjacent streets indicated, the cameras are already installed (an equipment contributed as an improvement by the company that executed the integral renovation works in this popular road), while in the Miguel Navarro Pasarela area will proceed to its location, being included in the corresponding tender that will be processed for the treatment of the images.
