Ángel Meca: "The State has to learn from the lessons that natural disasters have left us in Lorca and have to simplify" paperwork ", since the bureaucratic burden that this process carries with it is excessive"
The Deputy Spokesman of the Popular Party in the City of Lorca, Angel Meca, has announced that the PP will claim the Government of Spain to take into account the uniqueness and severity of the damage caused to property and people, establishing a specific regulation for the damages produced by the torrential rains, as well as, the effects of the heavy hailstorms fallen during the month of September, through the promulgation of an extraordinary aid decree to respond to exceptional floods.
What we propose is that the same mistake made with those affected by earthquakes should not be repeated with flood victims.
The central government has to learn from the lessons that natural disasters have left us in Lorca and have to simplify the "paperwork", since the bureaucratic burden that this process carries with it is excessive.
Ángel Meca has stated that said decree should include as essential elements to increase the limit of the amount of aid to those affected to 100%, which is currently insufficient since it only covers 50% of the damages, and that it extends to families, companies and local and regional institutions, which cannot meet 50% of reconstruction costs.
The PP also asks that the aid be extended to the second home, very abundant in the affected areas and that the Segura Hydrographic Confederation (CHS) be provided with adequate means to keep the rivers and waterways in perfect condition, because its lack of maintenance has aggravated in many cases the disastrous effects of the rains.
The Popular Vice-Speaker has stressed that what we want for the affected Lorca is a "Cold Drop" Plan, with sufficient economic funds for the recovery of destroyed roads and roads, sanitation and unusable basic infrastructure ..., and extraordinary emergency measures that allow to restore normalcy.
That Plan should also provide sufficient funds to prevent new floods, including a comprehensive avenue infrastructure plan, redesign of waterways, rafts and flood barriers, etc.
Ángel Meca has advanced that these proposals will be elevated to the next municipal plenary session through a motion indicating that the meteorological phenomenon known as Isolated Depression at High Levels (DANA), caused heavy flooding between September 12 and 14 in the Region of Murcia, with an unknown dimension and intensity in many decades.
The damage caused by heavy rainfall has been devastating: families evicted from their homes, destroyed belongings, flooded commercial premises, factories and severely damaged farms, destroyed road and hydraulic infrastructure, damage to educational and health centers ... All this translates into some high economic damages that are being valued at the moment.
We must remember that our legal system establishes that it is up to the Government of Spain to articulate the necessary measures to alleviate the economic effects of natural phenomena of a catastrophic nature that occur, implementing the necessary aids to repair the damages caused.
The citizens of the Region of Murcia, and therefore the Lorca, do not have to suffer more than they are already suffering and pay more than what they are already paying.
The central government approved in the session of the Council of Ministers last Friday, September 21, a Royal Decree Law declaring "provinces seriously affected by a civil protection emergency" to the provinces and autonomous communities that have suffered storms, floods, forest fires and other natural disasters since last April 1 and extends it to all kinds of situations that may take place in 2020. However, the Royal Decree Law is clearly insufficient and does not live up to the commitment acquired by the President of the Government, Pedro Sánchez, who said he would do everything necessary to help people affected by torrential rains and who need the support of the Government of Spain to resume their lives.
The decree of the socialist government of Pedro Sánchez applies the bureaucratic mechanisms provided by law and extends them to all kinds of different situations, past, present and future.
It does not contemplate a specific assessment of the situation produced in the Spanish Levante and, what is more serious, does not establish adequate measures to prevent its recurrence.
It reduces to a maximum 50% of the value of the damages to be perceived by those affected and leaves out the second home, in which many Murcia have their life savings invested.
