The Popular Party demands that the City Council grant a municipal dwelling of the 59 that are still empty, to the 8 families whose Moral Law has been recognized.
This is a measure backed by the neighborhood's neighborhood community
The Speaker of the Popular Party in the City of Lorca, Fulgencio Gil, together with the Councilor for Social Affairs for the PP, Mayte Martínez, has demanded that the Consistory already deliver to the 8 families with recognized Moral Law that lived in the homes of the San Fernando neighborhood the corresponding floors so they can return home.
We are talking about ending the calvary of some families affected by the earthquakes, which are going through this situation very badly, and for which we demand that the corresponding administrative procedure be organized from the City Council as soon as possible.
We must remember that the Consistory currently maintains a total of 59 apartments owned in this neighborhood, all of them closed and with no one residing in them.
Fulgencio Gil has explained that the New Neighborhood of San Fernando already has many families that inhabit it, that have recovered their homes, but there are another 8 who have been recognized as having the moral right to return to their apartment, so since The City Council has to help them.
Each of them presents a complex, particular and complicated case, having as common denominator the fact that they lived in the neighborhood for more than 30 years, maintaining a good coexistence with their neighbors, and that following the earthquake have been problems of "paperwork "those who are complicating them return to their homes.
From the Popular Party, as has been done since the beginning with the issue of earthquakes, we are on the side of those affected, defending their interests, worrying about solving their problems and looking for solutions to solve any incident.
Fulgencio Gil said that the PP has agreed on this measure with the community of owners of the New Neighborhood of San Fernando, which has shown its seamless support on the return of families.
In fact they consider that they should have been able to return with their neighbors "for a lifetime", instead of the floors still empty.
The PP will also require that the City Council urgently undertake a Municipal Youth Housing Plan to allow families access to municipal flats that are still wasted, giving value to the opinion of the neighbors as "conditio sine qua non "at the time of writing, developing and delivering the homes to the families benefiting from the aforementioned plan.
It is a measure of pure "common sense", since the main supporters of the reconstruction of the Neighborhood deserve that their voice have specific weight when establishing what is done with these properties.
What is clear is that the opportunity for rebirth that San Fernando has after the earthquakes cannot be truncated by repeating failures and erratic models from other times, much less do so against the opinion of the neighbors.
Fulgencio Gil has indicated that this proposal, which will be submitted to the next plenary session of the City Council by the PP, will also require that the City of Lorca immediately complete the procedures for the urgent transfer of the 6 floors destined for sheltered homes to the Asofem lorquinas oenegés , Asdifilor, Apandis and Down Lorca.
The leader of the PP has explained that the reconstruction of the neighborhood was supported at all times also by the Regional Government, investing in its recovery a total of 7.5 million euros.
The reconstruction of the San Fernando neighborhood is one of the processes of management, coordination and joint work of public administrations and neighbors that we are sure will be studied as a role model in similar situations.
We are talking about rebuilding a whole neighborhood.
Throughout the process of rebuilding it was possible, by the hand of the neighbors themselves, to overcome stages, finding solutions to each and every one of the problems that were emerging along the way.
From the culmination of an agreement between the owners, until the beginning of the works of the housing blocks, through the obtaining of the necessary financing for the urbanization works, we have all remained united until the families return to their homes .
Looking back we see everything we have been able to achieve together.
Putting the San Fernando District back on its feet has been the culmination of a historic moment in the process of recovery and reconstruction of Lorca after the earthquakes of 2011, in addition to remaining recorded in the collective and sentimental imaginary of a city that has overcome with Strength the most devastating natural disasters in its history.
The Barrio de San Fernando is one of the most prominent national examples of the construction of social housing for the relocation of people affected by the blow of a natural catastrophe.
In this specific case, its construction was determined by the very serious damage caused by the floods of 1973, which left dozens of Lorca families homeless.
In this way a total of 232 families inhabited their new neighborhood.
The 2011 earthquake irreversibly damaged all the blocks of flats in the neighborhood, causing its technical ruin, and forcing its demolition.
We must highlight at this point the intense work carried out by the City of Lorca, led by its Mayor, Francisco Jodar, who supported the claims of the neighbors at all times, especially getting the existing technical controversy over the status of the mentioned properties.
Thus, the demolition was decreed on July 18, 2012, and work for its demolition began on December 19 of that year.
