In 2018, 560 families benefited from the Social Water Fund;
206 applications were accredited to family units with special circumstances of vulnerability to the electric bond;
and more than 200 received benefits for the payment of debts in the supplies of water, gas, electricity, and discharge / reconnections of basic supply facilities in their home.
The Councilor for Social Services of the City of Lorca, María Dolores Chumillas recalled that the Consororio Lorquino maintains several social intervention programs aimed at people in situations of special vulnerability and at risk of social exclusion.
The Councilor for Social Services recalled that "the City Council, through the Department of Social Services, has maintained a collaboration agreement since 2016 with the municipal company of Aguas de Lorca, through which the 'Extraordinary Social Fund of Waters was created of Lorca ', and in which it has been collaborating and coordinating actions so that users of drinking water in a situation of economic precariousness, can access the aid provided in said fund for the payment of water supply and sewerage in Lorca, " trying to avoid the consequences of non-payment of drinking water and sewerage services. "
Chumillas recalled that "this agreement of the Social Water Bond has been extended during 2017, 2018 and until today, for annual periods, with the provision of 150,000 euros being planned for 2019".
In addition, it is planned to "create a Coordination, Monitoring and Evaluation Commission composed of technicians from the Social Services of the City Council and the municipal company of Aguas de Lorca, in order to optimize the granting of aid to family units that have difficulties for the payment of water supply, prior instruction and processing of a municipal file, where each of the bonus applications and the support needs for each of the family units that have requested to be a beneficiary of said fund are assessed socially and individually ".
Among the criteria that are taken into account for the granting of the fund is to be a user or family served in any of the services or benefits in force at the Social Services Center of the City of Lorca, where "needs related to the lack of means for the coverage of basic needs; to be the holder of the water supply contract in the dwelling that constitutes his habitual domicile; to have recognized disability by the IMAS, either the bond applicant or some of the members of the family unit; and to have the title of large family.
In 2018, it was added as a requirement that the bond applicant has not accumulated a default of more than three invoices, or in any case must have managed with the Water Service of Lorca, actions aimed at paying the debt.
According to data, in 2017 463 applications were processed, (450 were approved and 13 denied), during 2018 they increased to 666 applications, of which, after their corresponding study and social assessment, which has involved some 2,500 interventions for individual assessment of the cases, between interviews, telephone procedures, request and collection of documentation, 560 have been approved, 86 denied, and 20 were on the waiting list or pending study.
On the other hand, the mayor of Social Services recalled that "during 2018 another line of action was opened to facilitate access to the Electric Social Bonus aimed at supporting vulnerable families (single parents, families that some of its members present disability, or dependency grade II or grade III).
For the processing of said request, the interested parties must present the corresponding accreditation requested in the General Registry of the City of Lorca, one of the documents that the citizen must provide to manage this aid in the corresponding electric commercializer, with which the citizen has contracted The electrical supply of your home.
In addition, at the end of 2017, through the direct granting of a grant from the General Directorate of Family and Social Policy to Municipalities and Social Services Associations of the Region to "alleviate the effects of energy poverty, meeting criteria of greater sustainability energy ", the City Council activates the Energy project, which has been again subsidized for the year 2018 with a justified expense for this second edition of € 58,010.
Chumillas has highlighted that within the ENERGIA 2018 project a total of 233 families have benefited from receiving benefits to deal with debts of gas, electricity, water and discharge / reconnections of basic supply facilities in their home.
Families have also been helped in improving the energy sustainability of their home, supporting the acquisition / replacement of low-consumption equipment: refrigerators, washing machines, heaters, energy-saving light bulbs ... etc).
Finally, the mayor of Social Services has added that "this project has been again presented to the Ministry of Women, Equality, LGTBI, Families and Social Policy, for an amount of € 58,162.23, for the period from April to December of 2019, with the possibility of extending until April 2020, pending approval, for the launch of the third edition of the ENERGY PROJECT.
It should be noted that the deadline for requesting these grants to meet the payment of water and electricity supplies is open after a report from the Social Services of the Consistory of Lorca.
