The councilor of the United Left-Greens in the City of Lorca, Gloria Martín, will defend a motion in the municipal plenary session on November 25 in which she will ask for the appointment of the members that will compose the Plenary Session of the Almendricos District.
The objective of IU-Verde is to delay the implementation of this participatory administrative decentralization body over time.
Martín explained that this measure is not incompatible with the creation of other neighborhood or district boards, but that in the case of Almendricos it is "priority" to promote and develop citizen participation given the feeling of "abandonment" by the City of Lorca that suffer their neighbors and their "historical" claim of greater autonomy in the management of municipal affairs.
Martín recalled that despite the entry into force five years ago of the Organic Regulation of the Districts of the Municipality of Lorca and an opinion of the Legal Council of the Region of Murcia that, already in 2013, urged the City of Lorca to apply mechanisms of administrative decentralization regarding this population nucleus, the former municipal governments of the PP did nothing to comply with the municipal regulations or with the recommendations of this body.
The mayor of IU-Verdes recalled that the deconcentration of skills so that the inhabitants of neighborhoods and districts can directly manage part of their public interests, is part of the investiture agreements signed between the PSOE and Izquierda Unida.
"We have always defended a model of municipal decentralization that serves to distribute resources and investments in all the territories of Lorca in a fair and orderly manner and through citizen participation," said Martin.
That is why he encouraged the Mayor, Diego José Mateos, to apply a rule that has fulfilled five years "without having left the drawer."
The investiture agreement not only obliges the local government of the PSOE to implement the regulation "as soon as possible", but to "revise it", since it was born without sufficient political consensus only had the votes of the Popular Municipal Group, which then counted with an absolute majority or citizen, which was reflected in the presentation of numerous allegations by neighborhood organizations.
For this reason, Martín will also ask the municipal government team to take a proposal for the modification of article 9 of the District Regulation to the Plenary of January so that it contemplates that all the Neighborhood or District Boards will have an initial member of each of the political groups represented in the City Council.
This is an agreement unanimously approved by the Corporation last July, also at the initiative of IU-Verdes, and that has not yet materialized.
Finally, Gloria Martín has explained that her training has not given up that the members of the Neighborhood and Peoples Boards are elected directly by the neighbors instead of extrapolating the results of the municipal elections.
Therefore, he has also reminded the PSOE of its commitment to commission a report to the technical and legal services of the City Council, on the feasibility of the District Regulation contemplating the direct election by the citizens of their representatives in those bodies.
