The councilor of the United Left-Greens in the City of Lorca, Gloria Martín, has reported that the vice president of the Group of the European United Left and MEP of the United Can, Sira Rego, has complained to the Fraud Investigations Division of the European Bank of Investments (EIB) an audit on the loan of 185 million euros for the reconstruction of Lorca after the earthquakes of 2011.
Martín has remembered the fight of his political formation, initiated by the former councilor of IU-Verdes, José García Murcia, to control that money, which in part has been destined to defray investments that have nothing to do with Lorca and his recovery .
From Izquierda Unida-Verdes they demand that the destination and the management of the loan be verified and that the state in which the works that are still to be executed are known, some of which have not yet been tendered, such as the remodeling of the avenue of Santa Clara, Jerónimo Santa Fe or those planned in the San Antonio neighborhood.
The councilwoman of IU-Verdes has explained that the EIB has "zero tolerance" towards "prohibited conduct" in relation to projects and activities funded by this body.
The Fraud Investigations Division is an independent office within the EIB responsible for investigating possible cases of fraud or corruption that affect its operations and activities.
Full text of the question to the Fraud Investigations Division of the European Investment Bank:
I am writing because on June 28, 2012, the Government of the Region of Murcia (Spain) signed a loan worth 185 million euros with the European Investment Bank (EIB), for the reconstruction and rehabilitation of buildings and infrastructure affected in Lorca by the earthquakes that devastated the city in May 2011. So far, it has been necessary to approve five extensions, the last one is valid until December 2021, to execute the actions that are planned to be financed with said loan.
Some of them, which correspond fundamentally to the remodeling of important roads, have not even been tendered.
Others have finally been ruled out due to lack of sufficient funds.
However, during this time, the Government of the Region of Murcia has contemplated in its regional budgets the arrangement of infrastructure that is not in the municipality of Lorca under the aforementioned loan.
For all these reasons, I would like to know if the Audit Committee of the European Investment Bank has carried out some verification regarding this credit, in which case I request that the relevant reports be provided.
And, in the opposite case, if they plan to carry out the audit and in what period.
Thank you very much and greetings,
Sira Rego
Vice President
Group of the European United Left - Nordic Green Left
European Parliament
