The Councilor for Finance of the City of Lorca, Isidro Abellán, presented this morning the Municipal Budget project for this year 2020 prepared by the government team formed by the Socialist Party and Citizens.
Abellán explained that “this budget project is born from dialogue and consensus between the different municipal groups, a commitment that we have acquired and have fulfilled.
It has been a negotiation without vetoes or blockades, where all the municipal groups that have wanted to make proposals have done so because our only condition when negotiating with the different groups has been to fight for the interest of Lorca and Lorca, as well as to look for the stability that this City Council needs and deserves in all its fields ”.
“This is not the budget that we would have liked to present, but not because it incorporates issues that we do not like, but because of its limited nature, since we would like to have more income to be able to meet many more needs that our municipality, which because it is excessively large and dispersed, makes the demand for services greater than normal while being more expensive than they would be if the population were more concentrated ”.
The Edil has insisted that “the budget that we approve today in the Local Government Board and that we will then reach the rest of the municipal groups, amounts to 74,166,754.50 euros, which drops by almost 2 times percent, specifically 1.84 percent, compared to the year 2019, that is, 1,386,544.10 euros. ”
“This is a realistic budget, which does not incorporate fattened items to increase spending and balance the budget, something that the previous government team was used to.

Abellán has indicated that “unlike previous budgets, it is a more equitable budget, which tries to allocate resources to the entire population equally, without discerning if you live more or less far from the urban center, treating equally the rural districts and districts that to the urban center, in fact, more than half of the municipal investments will go to districts ”.
The Edil has also stressed that “it is a social budget, in which it has tried to prioritize the work of those groups that provide the municipality and Lorca with services of a marked social nature and also 'channeler' as it is prepared with the aim of getting on track or straighten the expenditure of this City Council within the margins that mark the income.

“In Local Development we increase its allocation for the implementation of the SUMMOS program of job creation and for the Department of Health and Consumption also increases the budget to implement the new Regional Animal Collection Law.

Abellán Chicano explained that “in terms of Citizen Participation, almost three times the amount compared to previous years, increasing by 390,000 euros.
We set this 2020 as the year in which the first Neighborhood Boards will be launched, much more than the PP has done in the last 12 years.

The Councilor of Finance has assured that “this Government Team would like this item to have had a greater amount, but the situation found in the municipal accounts undermines the municipal budget of this year 2020, especially because we are going to have to face to an Extrajudicial Recognition of Credits for more than one million euros of service invoices that were made last year without budgetary appropriation, that is expenses that were made without being able to be made, without having money for it, simply by simple electoral desire ” .
“This Government Team is going to make an effort to carry out a considerable decrease in financial debt, with 3.2 million euros planned to be amortized this year, which together with the 1.8 million euros amortized at the end of last November , would suppose to amortize 5 million euros in little more than a year, until placing it at the end of 2020 at 30,875,000 euros, one of the biggest decreases of the last years.
Our intention is that the financial debt is below 30 million euros throughout 2021. ”
Isidro Abellán recalled that “for this Government Team of the City of Lorca, formed by PSOE and Citizens, things cannot be done in politics at any price, and this is the premise that we have taken into account when negotiating municipal budgets. "
In addition, he has requested the support of the rest of the political groups with a town council to approve “a realistic, transparent, social and equitable budget”.
