"Lorca will become during this year the European capital of the study of seismology"
This has been announced by the president of the Regional Assembly Alberto Castillo, who has chosen this city as the setting for the celebration of a conference that will take place on May 11 and 12, coinciding with the ninth anniversary of the earthquake, and in which several experts will analyze that catastrophe from a physical-geological point of view, influencing its consequences, and the difficulty posed by administrative procedures, both for the different governments, and for the people affected by that event.
These days, and have the full support of the City of Lorca, have as main objectives to address the problem from within, find the weaknesses of the system, and address the weaknesses and obstacles encountered during the reconstruction process.
Castillo will organize this event as coordinator of the Natural Catastrophs group of the Conference of European Regional Legislative Assemblies (CALRE), an organization that joins 74 European regional legislative assemblies from Italy, Belgium, Germany, Austria, United Kingdom, Portugal, Finland and Spain, and that have the commitment to work in a coordinated manner with the institutions of the continent, in order to achieve cooperation between the different parliaments, to increase the operability and diligence of European directives and allow a more effective execution of the Community legislation
In this regard, in 2016 CALRE created in Milan the working group that coordinates the president of the Regional Assembly, with the objectives of promoting policies that minimize or combat climate change, urge governments to define in detail those sensitive infrastructures that they must be reviewed or analyzed individually in a preventive way, channeling the demands of the aid made by the different administrations, and promoting educational and awareness policies on the preservation of the environment.
Alberto Castillo agreed to the coordination of the Natural Disasters group on January 1, 2020 "due to the need to respond to the numerous disasters that have plagued the Region of Murcia in recent years, such as floods, periods of drought, the situation of Mar Menor or the Lorca earthquake itself.
We are in a territory that is located at the apex of greatest seismic risk on the continent and is affected by a climate that makes it one of the regions most prone to suffer natural disasters of unpredictable consequences. "
In the Natural Disasters group, the Assembly of Extremadura, the Parliament of Galicia, the Italian parliaments of Lazio, Molise, Veneto, Apulia and Friuli Venezia Giulia, the Belgian parliament of Wallonia and the Legislative Assembly of the Azores Islands (Portugal) are also represented. .
In this regard, the president of the Regional Assembly of Murcia has indicated that "one of the main objectives of the working group is to have groups of experts, committees and organizations to study and develop protocols for action for the prevention phases , preparation and response before possible natural disasters and use the influence networks of the different regional Parliaments to make them reach the corresponding public institutions ".
Therefore, he stressed that "Lorca's choice as the setting for these days is due both to the richness of its historical-artistic ensemble, and to the consequences of the 2011 earthquakes.
We want to put this city at the center of the eyes of the Regional Legislative Assemblies, both in Spain and in Europe. "
