The process for the implementation of the 'Casa del León' hotel in the historic center of Lorca continues (16/05/2020)

According to the mayor of Urban Planning, José Luis Ruiz Guillén, "a further step is taken with the approval of the Special Urban Reorganization Plan on farms 1,2 and 12 of block 65 of PEPRI for this action on Calle Alfonso X, whose objective of reactivating and energizing this area severely affected by the 2011 earthquakes.

" The Councilor for Urban Planning of the Lorca City Council, José Luis Ruiz Guillén, has reported on the initial approval of the Special Urban Reorganization Plan on the fine 1,2 and 12 of block 65 of PEPRI for the implementation of a hotel facility on the street Alfonso X de Lorca, whose estimated budget amounts to 1,100,000 euros ". The mayor of Urbanism has indicated that "even though the state of alarm was decreed, the promoters of the action, the mercantile Hotels of Murcia, SA presented in April the documentation of the Special Plan for this initial approval and after the review of the file by the services municipal technicians of the Planning and Management Service, the Governing Board this past Friday agreed the initial Approval of the Special Plan and the opening of a period of exposure to the public.

" José Luis Ruiz Guillén explained that "this Special Plan, together with the Strategic Environmental Document, was approved in advance at the Governing Board on July 5, 2019, published in the BORM on July 25, 2019, and a report was requested to the General Direction of Urbanism and to the General Direction of Cultural Goods ". Ruiz Guillén has detailed that "in the Governing Board on January 17, the proposal for the formulation of the Strategic Environmental Report of the Special Urban Reorganization Plan was approved, with the absence of significant effects on the Environment, publishing this agreement in the BORM on February 14, 2020, and after receiving favorable reports from the General Directorate of Urban Planning and the report of the General Directorate of Cultural Property of the CARM.

" The councilor has stated that "now reports will be requested again from the General Directorate of Urban Planning and the Cultural Assets of the CARM, and once the period of one month of exposure to the public and the issuance of the mandatory reports has ended, it will be agreed the definitive approval in the plenary session of the City council ". It should be remembered that "this Special Management Plan aims to qualify farms 1, 2 and 12 of block 65 of the PEPRI as a tertiary-hotel use for the construction of the 'Casa del León' hotel and to establish the building conditions of the project with the objective of allowing its implementation in the Historic Site of Lorca, as well as the reordering of the volume necessary to materialize the use premium reflected in Law 13/2015, of March 30, on territorial and urban planning of the Region, which entails , since there is 100% occupancy of the plot, at an increase in the maximum buildable height intended to house a hotel with 36 double rooms and a 3-star rating, it is also justified the fulfillment of the parking provision provided by the Plan General,as parking spaces are available at a distance of no more than 500 meters. Ruiz Guillén has specified that "this new hotel facility will contribute to the revitalization of the historic site of Lorca, one of the priority objectives of this city.

The earthquakes of 2011 severely affected the historic complex, causing a situation of abandonment due to the growth of the city in its periphery and the move of most of its inhabitants and shops to it.

Likewise, this proposal increases the hotel capacity of the city center and will thus avoid, as much as possible, the flight of tourists from the city by having to stay in facilities hotels in other nearby cities or towns.

" The Councilor for Urbanism has affirmed that "at the same time the economic reactivation and revitalization of the old town is sought by equipping it with a hotel facility, located very close to some of the most representative buildings in the city.

This building project must integrate the existing and protected facades , under the criteria of intervention in cataloged elements included in the Heritage Law and in the PEPRI, and conditioned on the favorable report of the General Directorate of Cultural Assets of the CARM ".
