Councilor for Finance, Isidro Abellán, stressed that "the reduction reached a daily rate of 18,734.18 euros, to stand at the end of the previous year at 34,140,764.92 euros." The Councilor for Finance of the Lorca City Council, Isidro Abellán, has released, this morning, the data provided by the Consistory's economic services regarding the settlement of the 2019 financial year, "which show positive results from the municipal accounts, and of which we will give account in the next ordinary plenary session of the next month ". The Councilor for Finance has indicated that "the 2019 budget has been settled with a positive budget result of € 6,182,736.38.

A result that indicates to what extent the budget revenue has been sufficient to cover the budget expenses for the same period, taking into account data such as 2010, where the budget result was an amount of -10.7 million euros ". Isidro Abellán explained that "this positive result has been due to various variables: on the one hand, because the budget for the year 2019 was prepared with an initial surplus of 3 million euros; and on the other hand, this government team, In the second half of 2019, revenue was finally higher than expected, specifically by 0.57%, while we managed to contain the excessive spending that we found in the first half of 2019, and which has meant that we can close the budget with a percentage of execution of expenses of 94.9% ". In this sense, Abellán stressed that "the financial management of the new government team has been quite good considering the situation we are in, we have raised more than expected and we have contained the cost of the city council, mainly due to more efficient management and optimizing resources, not because taxes have been increased.

" The mayor of the Treasury has pointed out that "another data that shows the liquidation of the budget, and that is one of the objective data to determine the economic and financial health of a city council, is its Treasury Remainder, which for 2019 has yielded a positive result of € 12,374,203.35 The Treasury Remainder collects the accumulated from previous years, that is, it would be like the balance sheet of the city council, which includes liquid funds, plus all rights and less all pending obligations that may have this town hall.

" This positive figure of 12,374,203.35 euros "represents the best result, by far, since the current fiscal rules were established, that is, the best result in the last decade.

The origin of this high figure in the Remnant of Treasury has been, on the one hand, the ruling favorable to this city council, and against Iberdrola, for which in February 2019 this company entered the City Council for a total of 8,690,133.26 euros, and on the other hand, the budgetary result indicated above In addition to a third piece of information that shows the liquidation of the 2019 budget is Net Savings, which has yielded a positive figure of 7,155,488.20 euros.

Net Savings measures the ability of the City Council to meet its current expenses plus the financial burden, with its own current income,and this figure reflects good economic management in these six months of government.

" The councilman of the Treasury has affirmed that "these good economic data with this positive result also have a handicap, such as the fact that this amount is only going to be used to reduce the indebtedness of the city council, pending that the Ministry of The Treasury allows us to allocate this result to other actions related to the current emergency situation.In fact, one of the points approved in the extraordinary plenary session on May 5, was to demand that the government of the nation modify it with the aim of the Budget Stability and Financial Sustainability Law of 2012, in addition to joining the request that has also been made in this regard from the FEMP.

" Abellán has also referred to the balance of the budgetary settlement of the year 2019, indicating that "we have closed the year 2019 with a financial debt of 34,140,764.92 euros, it must be remembered that when this new government team took office, the debt It was 37,868,868, 59 euro, so in the first six months of the government we have achieved the greatest decrease in debt in this city council.

We reduced debt by almost 10%, 9.85% in just six months.

" Lastly, Isidro Abellán highlighted that "we can say that this new government team, during the first six months of his term, has reduced the debt by almost € 20,000 / day, exactly 18,734.19 euros, showing that even before adverse situations, this new government team made up of PSOE and C´s, also knows how to manage, and not in a worse way than the previous ones ".
