The Lorca City Council Government team, through the municipal company Limusa, which is in charge of managing household waste, is fully immersed in adapting its public operations in all its facets to the new environmental regulations and the recycling targets set by the European Union. So much so, that it has participated in the consultation carried out in March 2020 for the drafting of the Royal Decree project on packaging and packaging waste at the request of the General Sub-Directorate of Waste of the Ministry for the Ecological Transition and the Demographic Challenge, MITERD, before the National Association of Public Companies for the Environment, ANEPMA, to which Limusa actively belongs.
The public consultation period for the draft bill ended on July 3. Among the new legislative challenges is reaching the recycling targets for 2025 and 2030, in accordance with the new calculation method established in Commission Implementing Decision (EU) 2019/665, which modifies Decision 2005/270 / EC and which are established to increase the preparation for reuse and recycling of municipal waste to a minimum of 55% by weight by 2025, 60% by 2030 and 65% by 2035.
Regarding the objectives of separate collection of bottles of plastic up to 3 liters of 77% by weight in 2025 and 90% in 2029. In this sense, Lorca attends the appointment of the new legal framework, treasuring a sustained growth in the deposit of citizenship to the selective container in the fractions of paper / cardboard, plastics, metals, cartons and glass; and it keeps operational the separate collections of textile waste, cooking oil, batteries and accumulators and electrical and electronic equipment (WEEE), among others.
At the level of awareness, there is a close collaboration between Ecoembes and the Federation of Municipalities of the Region of Murcia, developing the campaign "Think with your lungs 2020". In addition, both the Department of the Environment and the Department of Public Companies, to which the manager of household waste, Limusa belongs, are part of the Monitoring Commission of the Waste Plan of the Region of Murcia 2016-2020, at the request of the Autonomous Community, with the participation of technical personnel.
The last meeting took place on July 24 in a virtual way, as corresponds to the current circumstances. In this last meeting of the committee, work was done on matters such as the monitoring of the Waste Plan of the Region of Murcia 2016-2020, its temporary extension until 2022, its strategic environmental document and its environmental sustainability report (ISA), all of which are essential to work in both prevention and urban waste management. It should be noted that Lorca is the first municipality to implement its municipal ordinances with the specific incorporation of bio-waste into its regulatory framework thanks to its adherence to the initiative of "Technical support for the development and monitoring of the Waste Plan of the Region of Murcia 2016- 2020 and follow-up analysis of the implementation of the separate collection of bio-waste "promoted by the General Directorate of the Environment and carried out by an instrument of the Autonomous Community of the Region of Murcia, the result of which is already the elaboration of a general regulatory framework regarding the separate collection of bio-waste and its incorporation into the municipal ordinance that is currently being drafted.
The current regulations in the municipality date from 2005, being obsolete years ago. The practical part of this initiative will be the implementation of the specific collection of bio-waste, which in the pilot experience phase was relegated from its initial date in March of this year due to the health emergency due to the spread of COVID19 and which will be relaunched, if Circumstances allow it, in the last four months of 2020.
The dates imposed by the preliminary draft are: "biowaste of domestic origin before December 31, 2021 for local entities with a rightful population of more than five thousand inhabitants, and before December 31, 2023 for the rest.

These actions also overlap with the integration of the SDGs (some of the 17 Sustainable Development Goals) and circular economy to the strategy of the municipal company Limusa. In fact, there are many actions that have been agreed in Lorca in the field of circular economy in collaboration with Ecoembes: the collaboration with ERP for the management of the treatment of both batteries and RAEEs has just been renewed, the association of merchants to improve the efficiency in the management of commercial cardboard (whose service is already provided), conventional luminaires are changed for low consumption ones, bins are distributed for the separation of waste in offices, the use of vehicles without motor is encouraged , electric and hybrid and the use of public transport is facilitated through a wide catalog of Bonus is, among many other measures.
