[The PSOE of Lorca takes to the Plenary the request to the Regional Government for a fund for the municipalities that is destined to compensate the gap in the budget due to the health emergency (22/01/2021)

Isabel Casalduero: "just as the State has known how to understand the need for the autonomous communities to be helped in solidarity, so the Autonomous Community of the Region of Murcia has to understand it with the municipalities of the Region that are the closest administration to the citizens and those who have to manage the day-to-day of the epidemic ".

The spokeswoman for the Socialist municipal group, Isabel Casalduero, has presented the third motion that will be raised to the Plenary, which will take place next Monday, and with which she will request the Autonomous Community of the Region of Murcia to allocate part of the funds to the Town Councils received from the Government of Spain to alleviate the decrease in income due to the health pandemic.

Casalduero explained that "through this motion we want to urge the Autonomous Community to create, charged to the extraordinary items authorized, assigned and committed by the Government of Spain for the Region of Murcia, a fund for municipalities that is intended to to compensate the councils for the reduction of income, as well as the expenses originated by the extraordinary measures to face the COVID-19 pandemic ".

"The health emergency situation derived from the international pandemic outbreak caused by COVID-19 is also causing serious economic consequences at the state, regional and, of course, local levels.

That is why at the last meeting of the Council for Fiscal and Financial Policy , held on October 5, the Government of Spain informed the regional finance advisers of the suspension of the fiscal rules for 2020 and 2021, which implies leaving the stability and public debt objectives without effect and not applying the spending rule applied to these years ".

The spokesperson has detailed that "this decision means that the Ministry of Finance, through the General State Budgets of 2021, assumes 50 percent of the regional deficit through an extraordinary non-finalist transfer of 330 million euros that the Government of Spain has made the Autonomous Community of Murcia ".

"In addition, deliveries for 2021 will be at a level similar to that of 2020, so that the autonomous communities have sufficient resources to meet their spending needs and, also, the Region of Murcia will receive another shipment of 258 million euros unconditional from the REACT EU fund ".

Casalduero Jódar has indicated that "also last April, the Government of Spain transferred to the Autonomous Community of the Region of Murcia more than 411 million euros from the Covid-Fund, a non-refundable fund for the autonomies and of a non-finalist nature , whose existence was based, among other aspects, on the need to alleviate the possible reduction in income due to the pandemic of the administrations, specifically for this objective, within the Covid Fund, the Government of Spain has allocated 130 million Euros to the Region of Murcia".

The spokesperson recalled that "the City Council of Lorca has suffered, throughout 2020, a gap of 8 million euros as a result of the crisis we are experiencing, so we can assume the strong impact that this gap has on a budget of 72 million euros as is that of our Consistory ".

Specifically, Casalduero has pointed out that "the total COVID expenses for the acquisition of disinfection material; epis; aid to social services, Emergency Service and Local Police; adaptation of medical offices; extraordinary cleaning and disinfection; points of attention to carriers; subsidies for the self-employed and micro-enterprises; adaptation and maintenance of the IFELOR COVID point or the start-up of the tracking service, among others.

Actions whose investment amounts to more than 2 million euros, which added to what the City Council of Lorca it has stopped entering in concept of direct and indirect taxes, fees or public prices make that amount, more than 8 million euros.

" "And it is that from the City Council we have not skimped and we will not skimp on putting in place the resources and means necessary to face the pandemic in the municipality, but like the State it has understood the need of the autonomous communities to be helped in solidarity, this is how the Autonomous Community of the Region of Murcia has to understand it with the municipalities of the Region that are the administration closest to the citizenry and the one that has to manage the day-to-day of the epidemic in the municipality".

Isabel Casalduero has shown that, for all these reasons, "the Regional Government must join these initiatives, sharing in a subsidiary manner with local administrations part of the extraordinary funds it has received from the Government of Spain, leading strategies so that the City Councils of the Region of Murcia, and especially those who are in a difficult economic situation, have, depending on the population, an instrument that compensates them for their efforts during the health crisis of COVID-19 ".
