Councilman IU-V, Pedro Sosa, was appearing this morning before the media to announce the introduction to the next Full Council of the proposal to institute in Lorca's "Debate on the State of the Municipality" mode in which it already they do dozens of municipalities with large population across our country.

Sosa maintains that the plenary activity in the city of Lorca is limited to the existence of many occasional and partial debates, sometimes on the run, without a serious analysis of the global reality of the municipality.
There are only two annual plenary debates of some importance that law or regulation should be made: that of the Tax Ordinance and the Budget.
We look very scarce, and are also partial in substance because it does not address the globality, said the mayor of IU-V.
The council recalled that Lorca municipality decided to be a large population following the reform of the Law on Local Government, and made more than two corporations.
Many of these municipalities with large populations, sooner or later, have decided to introduce in their cities ANNUAL DEBATE ON THE STATE OF THE MUNICIPALITY OR CITY, with a similar discussions on the State of the Nation scheme or the State of the Region held annually at the national and regional parliaments respectively.
The debate on the state of the municipality of Lorca would help the Local Government and each opposition groups make a full radiography of Lorca, a kind of SWOT analysis globally, to analyze all public policies implemented - and those by poner- with in which detect the set of weaknesses, threats, strengths and opportunities of our town.
Do this every year is essential for cities, and all learn of all, pointed out Pedro Sosa, and also serve to bring to light issues that do not normally come to the full: production model of the municipality, weaknesses of its labor market, unemployment , poverty, inequality, weaknesses of social, spatial planning, overall state of infrastructure, a situation of urban planning, environmental threats, potentials of the city, etc.
Councilman IU-V maintains that the legal tool to institute this debate in Lorca provides the requirement that we as a municipality with large populations to supply a Organic Regulation of the Plenum, which still lack after more than eight years since the approval of the Organic Regulation of the Government and the Administration of Lorca.
Organic Regulation latter was on a mandate to our plenary so that it give itself an "Organic Regulations Plenum" which to date has not been met.

In the Organic Regulation of the Plenum Councilman IU-V advances that not only want to institute the figure of the "Debate State of the Municipality", but also will take advantage of its preparation to propose the introduction of the participation of residents in plenary without vote, of course, but with voice.
Politics, said Sosa, not be understood without giving voice to citizens, and Lorca, although it will no longer be a pioneer in this area, if must be updated and standardized in that regard.
Finally, Councilman IU-V has advanced expects this initiative to be successful, and that before the end of the year, or as much in the first quarter of next year, we can count on the Organic Regulation of the Plenum, and for spring 2017 can be performed in the first debate on the state of the municipality of Lorca, which should become the most important annual political debate of our city.
If it were not so and the PP refused to approve this proposal, it says the council, we reserve the possibility to activate legal mechanisms that have been activated in other municipalities where opposition groups have forced through the signing of ¼ plenary councilors holding those extraordinary debates.
