For Martin, the cause of this traumatic demographic phenomenon that affects, among others, to the districts of La Paca, Zarcilla, Zarzadilla of Totana, Aviles, Coy, Dona Ines or La Parroquia, along with several places like El Rincón o Terreras, is due to high unemployment, lack of matching services with respect to the town of Lorca, the unfair distribution of the municipal budget, the absence of a water policy to ensure the normal development of activities related to the sector primary, or lack of initiative by the government to implement local development programs.
Therefore, in IU-Green presented a motion to the Municipal Parliament next October 28 to demand the development of a specific plan for revitalization of the Highlands of Lorca to address, from a social, economic and environmentally balanced, development this natural region.
To do this, they require the creation of a Local Development Agency, located in the territory, which is the administrative body of reference responsible development of the program.
Among its features are those of implementing plans advice, feasibility studies, training activities, management of direct and indirect financial aid, fundraising and public funding of regional, national and European character and encourage local participation in the configuration and development of this plan.
Martin has held citizen initiatives as played by Espartaria Federation, committed to promoting economic and social development of the districts high.
He also positively assessed the recent inclusion of this partnership in the local action group 'Integral', Society for rural development in the northwest of the region.
However, he recalled that this organization has been working for 21 years without relevant investments generated in the area.

Martin gave as examples the agricultural development on the cultivation of aromatic plants and gastronomic transformation, cosmetic or pharmaceutical use or livestock support linked to the recovery of native species and ecological production of food of animal origin.
The impulse to crafts and rural tourism, the creation of a center for environmental interpretation or landscape restoration would be other aspects to consider in the plan.

"We want the Highlands of Lorca are an area of ​​welfare, progress and dignity for their neighbors," said the future Councilman IU-Green, who has asked the support of all political groups represented in the Municipal Council to end the "dying" situation experienced by this area and suffer its more than 3,000 inhabitants.
