IU-Greens claims the development of the Regulation of Citizen Participation (14/12/2016)

Peñas has referred to two regulations in force approved by the City of Lorca to highlight on the one hand their lack of application, and on the other, the need for them to be reformed to contemplate aspects that in the current times IU-Lorca Green considers essential.

The first of these is the Regulation of Citizen Participation, approved in the plenary session of April 14, 2011 and in force since its publication in BORM on June 27, 2011. Referring to him, the mayor has lamented that they are about to develop many Of the aspects that it contemplates, partly due to the little public explanation and also to the lack of publicity that has given of the same one.

Sample of the lack of development of the same is that since its approval to date no "Popular Consultation" has been made, in the terms established in the Regulation, and that even with the many issues of interest that has led to the reconstruction of Lorca After earthquakes;

IU-Verdes proposes that the Popular Initiative can be presented with three percent of the census.

In this respect, it has insisted on the prevailing need that certain populations away from the city of Lorca, Almendricos or Zarzadilla de Totana among others, have to have a decentralized administrative and political management body, and in that sense has strongly claimed Revision of the regulation to make it more democratic and more applicable, especially in rural areas of large and grouped population.

Finally, Peñas has expressed the desirability of initiating processes of citizen participation around the preparation of municipal budgets.

It is what is called "participatory budgeting", and just as other cities and even CARM begin to use such methodology, Lorca should also address this process.
