The Spokesman of the Municipal Group of IU-V, Pedro Sosa, has made an initial assessment of the text of the General Budgets of the City of Lorca for the 2017 financial year, marking the project of dark, deficient and full of lies to the citizens of Lorca.
Sosa has advanced that his group will vote no to these municipal budgets in the extraordinary plenary that is celebrated next Friday.
In the absence of a more in-depth analysis of them in the course of that plenary session, the IU-V Spokesman has justified the position of his political group in the data provided by the budget settled from 2016 to 30 September and in The analysis of the two large blocks of income and expenditure, qualifying the former as unjust and the second of dark and liar.
With regard to the settlement of the 2016 budget, this is a document that legally must accompany the draft budgets of 2017, which includes the real accounts, non-fictitious or made up, of the budget estimates for 2016 and Of the degree of execution and compliance with them as of September 30.
That document, Sosa says, clearly reveals how the initial € 10 million expected for investments led to the drawing of large unrealized sums from previous budgets up to a total of over € 40 million. 2016, only a little more than 8. This fact reveals many things, says Sosa, among others that the PP sells to the citizens of Lorca investments that are never executed and that repeat on the role of budgets year after year .
The "modus operandi" of the municipal government of the PP is not new and is already drawn from the governing legislatures of the PSOE.
It is about raising taxes to citizens in the first three years of the legislature, while promising things that are not fulfilled, to finish in the fourth year, just before the elections, cushioning the tax increase and wanting to execute, without order or Concert, in a more costly and irresponsible way, in a hurry and generating hidden defects that later have to be assumed, all the projects that have not been executed in previous years.
In terms of income, Sosa has recalled that already in the debate on tax regulations denounced that taxation in Lorca falls on workers, which is unfair and that a municipality such as Lorca can not extract much of their income from the effort of the Families lorquinas, when those who more economic capacity have hardly if they contribute something.
In that sense, he maintains that if he had listened to his group, today the income chapter of the budget would collect a whole battery of proposals that affect the IBI, capital gains, the Tax of Suntuaries, fees for the use of public spaces of companies Electricity, telephones and banks, making this chapter much more efficient, raising more money, and relaxing tax burdens for Lorca families, ultimately fulfilling the principle of "tax justice" that is repeatedly violated in Lorca.
In this same chapter of income, Sosa also denounces that the transfers that arrive from the State and the Autonomous Community, hardly if they are analyzed critically by the municipal government.
It does not take into account criteria such as the territorial extension and population dispersion of Lorca that makes bringing public services to citizens is more expensive.
In this sense Sosa maintains that it is not a question of asking the central and autonomous administrations that Lorca receives more than anyone, but what we can not do, he affirms, is to be silent when we see that we receive less than many others.
Likewise, it has also denounced that the planned transfers from the Autonomous Community are to make the same investments that were already promised without execution in previous years.
Finally, and as far as the planned expenses are concerned, Sosa has called them dark and liars.
The councilman says that budgets, as usual, contravene the principles of transparency and budgetary clarity with the inclusion of million items in absolutely generic concepts.
He has put as an example the inclusion of a 3 million euro item for infrastructure repair works in which nothing more is detailed: what infrastructures, nor where they are.
This makes opaque a document that should be chaired by clarity, because it stipulates the Law.
