Pedro Sosa, a spokesman for Izquierda Unida Verdes in the municipality of Lorca, this morning analyzed in a press conference the delay in the execution of the investments made in charge of the loan granted by the European Investment Bank (EIB) to Lorca after The earthquakes of 2011.
According to Sosa, following the evolution of EIB investments, it can be seen that the degree of non-compliance is quite considerable and has expressed concern that at the end of the year that the extension of the loan is completed, all investments can be concluded.
Having analyzed the settlements of the regional budgets corresponding to the years 2012, 2013, 2014 and 2015, which officially appear in the respective general accounts, it is observed that the delays in announced investments accumulate at the end of 2014 a deviation of 149,272,780.46 €, that is, of the € 185 million budgeted, only € 35,727,224.54 had been incurred.
During 2015 the rate of investment increased, contracting expenses of 36,033,206.99 €.
However, despite the cumulative deviation of investment, it is still very high, namely € 113,239,573.47.
Therefore, the first conclusion of the analysis is that neither the Regional Administration nor the City Council itself have been able to accommodate even 25% - the investments with the forecasts made in the budgets.
However, if the political authorities responsible, say the relevant councilors or the mayor of Lorca, have announced, over and over again, investments that year after year did not occur (such as Avda. De Santa Clara, Alameda de Cervantes, Barrio de San Antonio, etc.).
In other words, the authorities are making very partisan and interested use of the EIB loan.
During the year 2016, following the analysis that IU has made of the investments, the expense incurred has not been more than 8 million €, reason why overall Sosa has drawn the following conclusions:

Therefore, Sosa has urged the City of Lorca and CARM to offer without delay - the final investment forecasts, expressed both in economic amounts and concepts, as well as in terms and dates of start and conclusion of each and every one of them. the works.
