The new PEPRI eases the conditions to carry out works and to open establishments in the historic center as a key factor for its recovery (24/02/2017)

The new document has counted on an intense work that has analyzed the historic building by building to offer real and effective solutions that contribute to this heritage site recovering splendor and social movement.

The mayor of Lorca, Francisco Jodar, along with the Councilors of Culture, Agustín Llamas, Urbanism, Satur Martínez, and Historic Casco, Francisco García, presented the general lines of the new Special Plan for Protection and Integral Rehabilitation of the Historical Center (PEPRICH) .

This is a document whose progress has been approved this morning by the Governing Board of the Municipal Consistory.

The First Edil has stated that this plan aims to improve and renew the old document that was obsolete before the real needs of our historic site, especially after the earthquakes of 2011. We are talking about a tool to solve the problems detected, Values ​​of the historical set and put in value the local heritage, while also revalorizan the urban space and the one destined to the pedestrian, promoting the obtaining of aids and subsidies.

The PEPRI rectifies and adjusts the boundaries and delimits the scope of influence.

In the same way, it adapts the classification of the Protection Catalog to the classes defined in the Law of Cultural Heritage of CARM, as well as the revision, updating and improvement of the files of the Protection Catalog.

It is also revised and updated to current standards in both urban and archaeological matters.

The new document covers in its territorial area two sectors with a total area of ​​61 hectares, of which 19 correspond with the Castle of Lorca and its environment qualified as General System of Equipment and Free Spaces, while 42 hectares correspond to urban land consolidated.

With the new project, the current delimitation of the territorial scope of PEPRI has been revised, having analyzed the current limits to solve different problems.

In addition, the figure of the sphere of influence has been created as a transition space between the PEPRI and the General Plan.

The main feature of the new work is that it eases the conditions to rehabilitate the real estate park in the historic center, aiming to allow the installation of elevators, the implementation of new services or the creation of larger housing adapted to the current needs of families Residents.

To this end, it clarifies the urban regulations, generating a simpler, clear and orderly document that allows one to correctly interpret the actions and the possibilities of action in each building.

It also establishes aesthetic ordinances that harden current ones with the aim that the historical center looks like it corresponds to him.

It also limits the range of colors that can be used in the rehabilitation and construction of real estate and encourages the use of woodwork and traditional materials.

The regulations regarding the use of garage and parking are modified, making demands more flexible in duly justified cases.

Exceptions to the conditions of plateaus and access ramps may also be established.

It is also allowed to build buildings with exclusive use of garage-parking.

Another novelty is the one related to the license applications of activity within the historic area, whose requirements will now be the same as in the urban area, thus eliminating incompatibilities that prevented the implementation of activities.

Exceptions are also contemplated in terms of height of premises, extraction ducts, etc., with the aim of enhancing the implementation of activities.

We are betting on a historical commercial center.

Archaeological regulations are revised and updated to make it easier and more efficient to establish the necessary archaeological actions, establishing 4 control zones and reducing the actions to 3: excavation, probe and archaeological supervision.

The PEPRI wants to have a special impact on the situation in which the historic center is now.

That is why it will allow the City Council to expropriate plots and houses to avoid their degradation by abandonment.

Now the Consistory will be able to react better and put in place the mechanisms for the subsidiary execution, forced expropriation, forced substitution or forced sale.

Licenses may be granted for the use of lots such as terraces for premises, free zones, gardens or car parks, giving them temporary use.

There is a shortage of time for owners to build, conserve and rehabilitate, with the aim of optimizing and streamlining processes.

The protection catalog and its files have also been revised, updated and improved.

The PEPRICH, in its 61 hectares, covers 257 listed properties:

Urban spaces have been cataloged and new ones have been added, such as Calle Cuesta de San Francisco, Jardines de los Condes de San Julián, Pío XII, Plaza de Colón, Plaza de Calderón de la Barca and including the Sierra del Cano as the setting of the Castle.

In total there are 24 urban spaces cataloged.

All the declared BIC shields of the PEPRI scope are added to the protection catalog, adding 49 escudos.

In the same way there are 2 protected elements that are found in the public thoroughfare such as the bronze sculptures of Narciso Yepes and Alfonso X, totaling 11 urban elements of the public thoroughfare.

We also have 42 cataloged views.

Within the catalog of buildings in the historic center, it should be noted that 21 buildings will see vary the degree of protection they currently have, while 6 others are affected by a partial modification of degree.

The degrees of protection of buildings are modified and a new one, Grade 4, is defined for certain buildings that require specific actions.

There are 7 buildings that have passed to this new degree of protection that allows actions that make grade 3 more flexible, allowing a series of works to be able to adapt the affected building and its reconstruction respecting the existing patrimony.

Participative and transparent procedure.

Francisco Jodar explained that given the importance of the new document, we want the approval process to be transparent and participatory.

Given the key role that the new PEPRI has to take, it is necessary that it be the result of an extensive process of participation and that meets the needs of the whole municipality.

So the steps that we are going to take from now on will be as follows:

After the approval of the advance by the Local Government Board, a period of public exposure is opened during which the Ministry of Culture and Development will study and issue the corresponding reports.

During this time it will be available to all citizens to know, study and formulate their proposals.

Starting next Monday we will set up a Citizen's Office in Huerto Ruano where the Plan will be announced and a municipal official will attend to those interested and collect their suggestions.

It will also be taken to the Sectorial Council of the Historic District, created by initiative of the Municipal Plenary and where the content of the PEPRICH will be discussed with the presence of experts, representatives of business organizations, neighborhood associations, etc.

Once the exposure process is completed, and after adding the citizen contributions and those of the Autonomous Community, we will take the Plan to the Municipal Plenary for initial approval.

When the resulting document is produced, it will again be submitted to a new period of public exposure, finally to be definitively approved by the Municipal Plenary.
