The Socialist Group proposes the creation of the electronic bidding platform for better contracts in the City of Lorca, as a tool to bet on transparency and to not continue to offer the image of a City "closed, opaque and where it seems they always work the same"
The second deputy spokesman of the PSOE in the City of Lorca, Isidro Abellán has proposed the creation of the electronic bidding platform for smaller contracts, ie works whose budget is less than € 50,000 and those of supplies and services with a price below 18,000 €, as a tool to increase advertising on public procurement in the City of Lorca.
With this proposal, Abellán gives the team of government of the Popular Party that demonstrates that they are really going to advance the efficiency of public spending or if, instead, they prefer to continue taking "steps back" with those, he says, "to follow Making people distrust them and keep seeing that this City Hall is their cortijo.
Steps remember - such as the Socialist Edil denounced a few days ago publicly, when he showed that the Popular Party has used its absolute majority obtained in the courts to change the basis of execution of municipal budgets and give free way to the councilors of the Government to That they can spend at their whim.
Abellán said that in the Popular Party "if you want, it has very easy" to move towards control, speed and transparency on minor contracts that, he recalls, "are those contracts where most of the spending of all City Council ".
In this regard, he insists that the PP "only has to take an example from his colleagues in the Government of Spain," who, at the request of the European Union, are reforming the Public Sector Contracts Law, and in whose draft reform is abolished The current negotiated procedure by reason of amount in which advertising is not necessary, and establish, for all these contracts that until now were exempt from publicity, "the obligation to publish electronically in the Public Procurement Platform the corresponding announcements ", Which, he says," significantly increases transparency in public procurement. "
In short, Isidro Abellán warns that with this proposal of the PSOE "the Popular Party has the opportunity to bet definitively for transparency and stop putting obstacles to publicity and control over municipal spending," he says, "resulting in an increase Of the inefficiency and of the costs of the services ".
From the PSOE ensure that it is time for all Lorca companies to be given the opportunity to offer their services to the City Council.
In this sense, he says that there are many examples where "not asking for budgets or not giving the option to different companies to offer, makes the price paid for services is greater than could be achieved, and at the same time, Fosters the image of an opaque City Council, closed and in which it seems always work the same ".
