The Consistory has met with around 25 groups and institutions in the area, to count on their collaboration in designing a plan for integration in these areas of population that have the highest percentage of immigrants in the city, after a large increase among the 2000 and 2007
The Councilor for Presidency and Local Development of the City of Lorca, Eulalia Ibarra, has reported that this municipal area is leading the development of a comprehensive project to improve the neighborhoods of Los Angeles, San Cristobal and Apolonia from the social, economic, Cultural, educational, employment and increase of services, but above all of a better coexistence among citizens of the different nationalities living in this area.
Ibarra explained that "in parallel with the urban regeneration we are undertaking to improve the streets and squares of this area, the recovery of its historical heritage and the expansion of services such as the new Youth Center or the Chair of Gerontology, we have been months Designing a complementary plan from the point of view of local, socio-cultural development and reactivation of these neighborhoods, taking into account the peculiarity that between 1999 and 2007 the immigrant population in the area went from representing 1.29% more Of 30% of the residents, that is to say 129 foreigners to about 6,000. Now we want to continue the actions we were doing with the Urban Plan in part of this area and expand the scope of action.
In the design of the multidisciplinary project, the councils of Employment, Equality, Works, Social Services, Commerce, Youth and Culture participate in a transversal way.
Nevertheless, in order to give a definitive form to this initiative, the Consistory is counting on the collaboration of the 25 associations of neighbors, women, elderly, merchants, hosteliers, fathers and mothers, NGOs, schools and institutes, Youth Council, as well as Representatives of the campus of Lorca and other entities that have a more general vision of the municipality in a wide process of citizen participation and for that reason meetings have been held with them in order to discuss the main axes on which the project could be based and with the object To collect proposals and provide information on the channels of communication and participation.
Eulalia Ibarra explained that the Plan is being designed following the principles of the call for innovative urban actions of the European Union, a line of grants financed with ERDF to which this work will be presented despite the difficulty in getting it elected, As only a very limited number of projects will be selected for the 27 EU countries.
"We know that it is not easy to get the 5 million euros for three years of this call, but we are going to fight it out of the hand of the associative fabric, for this we have had the company Lorca and experts in European projects," added the mayor "If this funding is not obtained, this work will serve to find other European, national, regional and even private funds, but we will already have agreed the path we have to follow."
For this reason, the project is being considered as in its day the Integral Plan of the High Barrios was made, that is to say, with the objective of finding lines of financing with which to be able to develop individual or parallel but in a coordinated way the actions during the Years, once the objectives and strategies have been marked.
The proposal may include training courses, the creation of new facilities and living spaces, educational programs, youth and women's programs, socio-cultural actions, aid to economic diversification, etc. provided that these activities are innovative and responsive Analyzed.
