The Mayor of Lorca, Fulgencio Gil, and the Deputy of the Popular Parliamentary Group in the Congress, Javier Ruano, reported this morning that the Local Executive is going to launch a series of measures to request the Government of the Nation, The special circumstances that have had to be suffered by Lorca who were affected by the earthquakes of 2011, the bonus of 50% of the Tax on Real Estate (IBI) is maintained for 2018.
To this end, the City Council will encourage the request for an interview with the Secretary of State for Finance to maintain the 50% bonus in the IBI in the zone of maximum affection of the earthquake.
In addition, numerous parliamentary initiatives will be presented in Congress for this measure to be included in the process of the Draft General State Budget (PGE) of 2018.
Fulgencio Gil has indicated that "this measure, which was agreed in Plenary, would directly benefit almost 44,000 Lorca, constituting the eighth consecutive year in which a bonus is achieved in this regard.We are talking about leaving in the pocket of Lorca 7.263 .678.66 euros, which Lorca would receive from the Government of Spain as compensation, as has already been happening in recent years. This request is supported by reports and notifications from the Local Tax Agency, as well as the Cadastre and Of the Municipal Intervention ".
The Mayor of Lorca has stressed that "the commitment of the City Council with those affected by earthquakes is absolute. In fact the process of recovery and reconstruction continues in our town, at a very positive pace. So that all the families that lost their home will recover it. Until we achieve this goal, the reconstruction of Lorca will not be complete, so we consider it necessary that the 50% IBI bonus be maintained also during 2018.
Gil said that "the efforts made by the City Council have ensured that those affected by the earthquakes in 2011 have saved almost € 72 million so far, enjoying three years of total exemption from the payment of the tax and another 4 (including Current) in which only half of it has to be paid ".
It should be noted that the request made by the Local Executive urges that a new bonus of 50 percent of the assessed contributions to the Real Estate Tax corresponding to 2018 be granted, with the same requirements established for the exemption regulated in this Tax in the Article 12 of Royal Decree Law 6/2011, of 13 May, which adopted urgent measures to repair the damages caused by the seismic movements that occurred on May 11, 2011 in our city.
As expected, the bonus would apply to the resulting fee to apply.
The reduction of income that this provision produces in the City of Lorca will be offset against the General State Budget, in accordance with the provisions of Article 9 of the consolidated text of the Local Finance Regulatory Law, approved by Royal Legislative Decree 2/2004 of 5 March.
In the case of the bonus in the Tax on the Increase of Value of Urban Land, a bonus of 50% that would be applied to the resulting quota, as the case may be, is the rest of legally anticipated bonuses.
Lorca will save 10 million euros in 2017 thanks to the reduction of taxes

Some of the measures taken this year regarding the lowering of taxes are: the reduction of 8% of the IBI (1.9 million), the bonus of the same tax in another 50% (7.3 million), the A reduction of 5% in the water bill (750,000 euros) and the establishment of a Social Water Bonus for families at risk (350,000 euros).
The car's stamp, construction tax, garbage collection rate and crane's rate have also remained frozen for several years.
For self-employed and SMEs, a tax incentive for economic activities is in force for those who start any business or business activity: 50% the first year and 30% the next four.
The reactivation of the Historical Center is also promoted through a 75% ICIO bonus for construction, renovation, rehabilitation and adaptation of all types of real estate (housing, offices, commercial premises) in the PEPRI area.
In this same line, an extension of the exemption and bonus regime in the ICIO (95%) and the rate (100%) will be added to enable citizens to rebuild or rehabilitate properties affected by earthquakes.
