This is a new model in which citizens will directly determine where up to € 300,000 of municipal resources are used by voting on different projects.
The area chosen to start is Municipal Works and Services.
The mayor of Lorca, Fulgencio Gil, has announced that the municipal budgets next year will include for the first time the model of participatory budgets.
We are talking about a tool for citizen participation and participatory democracy.
With it citizens can decide directly the destination of a part of the public resources.
In this way, we can all find the best solutions to existing needs.
Participatory budgets will begin immediately, incorporating in the municipal budgets of 2018, specifically within the area of ​​Municipal Works and Services as a pilot experience, which will be extended to other councils in a gradual manner.
The First Edil has said that this modality of budgets is a decisive step in the firm conviction that the walls of the City of Lorca are crystal clear transparency, participation and open government.
Participatory budgets allow greater transparency and efficiency in the management of public resources, opening a dialogue between citizens, their political representatives and the administration's technical staff on issues such as where and how public money will be invested.
Fulgencio Gil has anticipated, in this sense, that from the Consistory we will start immediately the procedures for its implementation with the aim of consolidating itself as a reference in citizen participation.
To this end, from the Government Team we are going to present a motion for approval in the Regular Plenary of the month of September in which we propose that the procedures for the implementation of the participatory budgets be initiated through a pilot experience in the field of works and municipal services.
The Mayor explained that the development of this process starts with the elaboration by the municipal technical services of a draft operating regulation in which to establish the phases for its implementation and evolution.
It is planned, following similar models that are already being implemented with positive results, that the different social groups in the municipality channel the citizen proposals and these are transferred to a technical team that determines their viability.
Once completed, they will be published in the new participation portal that will be put to work for this purpose in www.lorca.es where citizens will have the opportunity to vote directly on the option they like most.
Fulgencio Gil has stressed that Lorca is going to intensify its commitment on citizen participation, redoubling the line of work that we are already carrying out during the last years by this Municipal Administration.
In fact we have implemented measures designed to make Lorca a model to follow, in which all citizens can decide and directly influence management at different levels.
We are making our city an example to follow in participation, transparency and decision making on an ongoing basis, not just every 4 years.
The First Edil has stated that these participatory budgets are a new opportunity to make possible the shared management of municipal resources, which will surely benefit in the concretion of municipal accounts capable of addressing all the needs of citizens.
Every day that passes Lorca is a city more open, more participative and better in the management.
