The meeting of the highest body of citizen participation of the municipality includes the announcement of the realization of a sample tribute to the painter Joakín Ruiz Guzmán.
The Councilor for Citizen Participation in the City of Lorca, Francisco Javier Pelegrin, reported that the Guevara Palace is hosting this afternoon the meeting of the City Council, which will address as main issues the work that has been developed by its different work areas, such as the drafting of the Sustainable Urban Mobility Plan (PMUS), the master plan of the Smart Cities project, encompassing the five working groups (energy, government, economy and business, social innovation, mobility urban and environment), as well as a balance sheet of the sport sector council after one year in progress, and the report of the work commissions created under the council: operating regulations of the Social Council, creation of the Palace of Justice, and the advances for the organization of an exhibition homage to the lorquino painter Joakín Ruiz Guzmán.
The Edil of Citizen Participation has highlighted that this is the first meeting chaired by Mayor Fulgencio Gil, which will expose the broad participatory process that has been carried out to implement the Sustainable Urban Mobility Plan (PMUS).
It is a pioneering experience in our municipality, which has included the accomplishment of more than a thousand personal surveys among the Lorca population, in addition to multiple working sessions with different neighborhood groups and the associative fabric of the municipality.
Thanks to this work, 10 strategic lines and 65 concrete measures have been defined, with the most outstanding examples being the need to give pedestrians more prominence within the urban area, to gradually promote the movement within the municipality using public transport and to offer alternatives respectful of the environment for the traffic in the city, mainly the expansion of the network of bike lanes that in recent years is being implemented both in urban areas and in various districts, with the aim of interconnecting all the stretches that are already providing service.
Pelegrín Poveda has reminded that Lorca is the second municipality of the Region to have a tool of this nature.
Its objective is multiple, as it aims to become a technical planning opportunity to improve the mobility of the city and find the appropriate solutions in mobility in case of emergency.
The Councilor for Participation has indicated that the advances in the project "Smart Cities", distributed in the corresponding Working Tables that are working, are the following:
Energy: need to optimize energy efficiency in trade and tourism, proposing the suitability of implementing minimum levels of efficiency facing the opening of new commercial premises.
It also bets on deepening the installation of energy saving and control systems in the public lighting network, and bet on renewable energy consumption.
Government, economy and business: it is committed to continue expanding the procedures that the citizen can perform through the internet, in addition to putting into the hands of Lorca the data that the Consistory has, incorporate new technologies at the service of the business fabric to multiply their business options ,.
Social innovation: incorporation of citizens to municipal decision-making processes and incorporation of good governance practices.
Environment: the need to promote citizen awareness regarding the efficient management of waste (recycling) and saving in water consumption is indicated.
The Mayor of Citizen Participation has anticipated that he will also be aware of the latest advances registered for the construction of the Palace of Justice.
In this regard it should be noted that the Ministry of Justice has already tendered these works.
We are talking about a performance that has ceased to be an intangible project to become an increasingly close reality in time.
Lorca will have the modern, agile and versatile judicial facilities that we have been claiming for decades.
It is to comply with a joint demand of this City Council and the collective of professionals of the Justice.
The construction of the Palace of Justice will unify in a single enclave all services in this regard, putting an end to the dispersion of venues that currently exist.
In this way our subregional capital increases its strength, while the weight of Lorca as head of region and unquestionable reference inside and outside the Region of Murcia, increases thanks to the joint effort of our society.
The positive repercussions for Lorca that involves raising the Palace of Justice are not limited to the judicial level, but constitute an extraordinary impetus to the recovery of our historical center.
The Ministry of Justice of the Government of Spain has also acceded to the request of the Mayor to reduce the execution time envisaged for its construction, cutting the 4 years initially raised to only 2. The total amount of the tender is 10,049 .451,43 euros.
Pelegrín Poveda has also anticipated that with respect to the commission created for the realization of an exhibition that will serve as a tribute to the painter Joakín Ruiz Guzmán, it is expected that the exhibition will take place during the first quarter of 2018. It should be noted that Ruiz Guzmán, born in our city in 1919 and died in 2001, stands out especially as a cartoonist.

What is the Social Council?
The Social Council of the city becomes the highest advisory body for participation at the local level, having as its main mission the public deliberation on the fundamental issues of the life of the Municipality.
In fact, it is configured as an advisory body for the government of the municipality of Lorca and a channel for citizen participation, whose fundamental mission is to offer a space for strategic thinking to guide and support the management of the main issues and issues with the ultimate aim of improving the quality of life of its citizens within the framework of sustainable urban development. In the Organic Regulation of the Social Council, its functions are established and its composition and functioning are regulated, with the purpose of its configuration as an organ of wide and plural participation, a public sphere of discussion on the city and its future;

Formed by the most important sectors of social, political, economic and cultural life, the Social Council of Lorca is composed of representatives of the most relevant sectors of social, political, economic and cultural life of the municipality: social agents, professional associations, university, experts from various areas of public policy and those who have held the highest responsibility for the municipal policy of Lorca.
The internal structure of the Social Council is made up as follows:
- President, who will be the Mayor, who may delegate to another member of the Corporation, prior knowledge of the Plenum of the Council.
- Vice-President, who will be appointed from among the members of the Plenary by the President of the Council. - Honorary Vice-Presidents.
Up to three honorary Vice-Presidencies may be created, which shall include persons with recognized prestige in the social, cultural or economic spheres - Plenary, is the highest decision-making and formation body of the Council and shall consist of the President of the Council and all counselors.
- The Permanent Commission, which is a small and representative body of the City Council that carries out the functions of the same in those issues that require speed and agility.
