Antonio Mecca is going to file a motion in the October plenary session so that all purchases of vehicles destined for the municipal mobile fleet, whether in purchase or in renting that surpass the 1,500 euros pass through the services of contracting in a process of licitation negotiated without publicity , so as to guarantee transparency, equality, and free competition, in order to obtain the best offer and the lowest price for our City Council.
The aim would be to reduce expenditure, increasing efficiency and transparency in procedures.
The Councilor comments that "until now and in a habitual way, the acquisitions of vehicles by the City Council are generally considered minor contracts because they do not exceed the 18,000 euros established by the Law, and bearing in mind that the budget execution base that lowered this amount to 5,000 euros, has been eliminated for this year 2017, can be considered within the legality, but we have many doubts that this system is good for local administration.
From the economic point of view, the unit purchase system, as this municipal group has made public on previous occasions, gives the impression of an intentional division to avoid public contracting obligations.
In other procedures, however, Mecca has observed that "the technical specification contains aspects and requirements that would be intended to limit a particular brand by including insignificant requirements such as length and width of the vehicle, an aspect of little importance to the utility of the same This would seem rather to be oriented towards the purchase of a certain brand and model ".
Citizens understand that the will of the Government Team is the best economic management of public funds, seeking not only legality but transparency, is why we want to leave reflected in this plenary our concern about the lack of clarity in the procedures, and look for an agreement that guarantees the legality of course, but also the good work and the open intentionality of neatness in these processes.
