After eight years since Lorca's declaration as a municipality of large population and 4 years since the approval of the Organic Regulation of Citizen Participation, the PP has not put into operation this body, nor the Special Committee on Suggestions and Complaints, which shows that the government team "does not comply with its own regulations, nor does it believe in participation and transparency."
The PSOE Spokesman in the Municipality of Lorca, Diego José Mateos will request at the next municipal plenary session the creation of the body for the resolution of economic and administrative claims, a "cost 0" body provided for by law, which will serve to increase protection and the defense of the rights of citizens.
Likewise, they will again demand the start-up of the Special Committee on Suggestions and Complaints;
a kind of "Ombudsman" in Lorca, which the Socialists requested a year ago and the PP maintains "blocked."
Diego José Mateosha recalled that in the plenary session of last September 2016, the Socialists proposed to the PP government team "that in compliance with Law 9/2007 they put in place once and for all the Special Committee on Suggestions and Complaints , as a body to defend the rights of Lorca ".
A few days later, the then Mayor, Francisco Jódar, appeared before the media and stated that it would be put into operation within 3 months.
However, after more than a year "nothing is known" for what it is, he says, "not only a breach of the Plenary agreements, as is usual in the Popular Party, but rather a breach of the word given to Lorca and Lorca ".
Mateos says that this is a new example that this PP government team "does not believe in transparency or citizen participation".
Together with the former, there is another body to increase the rights and protection of citizens that is provided for in Article 137 of the Law on the Bases of Local Regime, for the resolution of economic and administrative claims.
Mateos explained that this body is "obliged to create and operate" for the City of Lorca, which also provides in its own Organic Regulation of the Corporation in articles such as 6, 27.2.2 or 65.3.c).
With the omission and the refusal to create this body, Mateos says that "Lorca is being deprived of a means of defense that the citizens of Murcia or Cartagena have" to respond to errors or abuses of the tax administration, for which is a "discrimination against the citizens of our city" who have a free possibility of recourse to the administration "and by refusal of the PP, they do not have it in their hands."
Mateos says it is "inexcusable" to proceed to create both bodies for two very clear reasons: "because the laws are to comply with them and both are provided in the applicable regulations and are mandatory, and because we are depriving Lorca and Lorca of organs that deepen in the transparency and the citizen participation and improves its capacity of response to errors, omissions or abuses of the local administration ".
The City of Lorca will have a Code of Good Governance, at the initiative of the PSOE
Mateos has announced that they will vote in favor of this initiative that will be debated in the next municipal plenary.
The socialist spokesman said that this code is necessary for the City of Lorca to improve in democratic quality, in its relations with citizens and public employees, and to deepen participatory democracy and the application of new technologies.
This is an initiative that Mateos himself proposed in a public appearance before the media last August 22.
Although the government team "is late," Mateos celebrates that it is the initiative of the PSOE when the City of Lorca will adhere to this framework of good practices in which political representatives, public employees and citizens know what our duties and rights , what are the channels of participation and in what ways can we contribute to achieving a closer, more agile, more efficient and more democratic City Council.
