"More than 200,000 euros have been lost in 2017"
Antonio Mecca will present at the next plenary this October a motion for the City Council through the officials of the Department of Festivities to design the planning, management, development and execution of the activities of the Fair, choice of shows and price of the tickets, and do not do it through private companies as it has done since 2012.
The Councilor intends that "in case of having to commission the organization of performances, events and concerts of the Fair and Festivals of Lorca, to go through the procurement services in an open bidding process, to ensure transparency, equality, and free competition, in order to obtain the best offer and the lowest price for our City Council. "
Citizens believe that with the shows of the fair should not do business, and less facilitate it to third parties, the budget balance should be sought between the cost of artists and the price of tickets.
On the current operating system Mecca has been able to verify the following facts:
Up until the 2011 Fair this contracting was done with an open procedure through the contracting services to which several companies could go.
Until the Fair of 2011 the management, organization, election of the shows, price of the tickets, etc., did the officials of festejos.
Starting in 2012, it was decided to deliver all these functions to private companies.
It is now confirmed that it is the private enterprise itself that decides the price of the tickets and the shows that come to Lorca, the officials of the Department of Festejos are not consulted and much less responsible for any management or organization of those events, despite of his great experience demonstrated for many years.
The conditions of the contract are atypical to the usual operation of other neighboring municipalities:
* 100% of the box office for the company in the shows not free.
* An economic contribution of the City to the company (129,725 €).
It has also been demonstrated by the response in the September plenary that the Government Team does not know important data for the control and control of payment shows such as the capacity of the venue and the number of tickets sold.
The City Council has provided for these shows all the material and human means for the realization of these events through companies such as Telemag SL
The estimate of the losses that may have involved this procedure would amount to more than 200,000 €, and if repeated since 2012, the losses would exceed one million euros.
The Councilor proposes to the Government Team to end these practices "detrimental to the municipal economy and to re-entrust to municipal officials the organization of the Fair and Festivals of Lorca and other events to be held in the municipality" .
