The Councilor for Citizen Participation of the City of Lorca, Francisco Javier Pelegrin, has reported that the social places that serve in the district of Rio, Aguaderas and El Advisor as well as in the neighborhood of Apolonia are going to join the process of attribution and standardization of their respective canteens, which have already benefited more than a dozen civic centers located in different parts of our municipality.

Francisco Javier Pelegrín has anticipated that "the canteen of the social office of the Director, a process that is more advanced, is already in the selection tables, so the deadline for submitting the corresponding application has already ended. the Official Bulletin of the Region of Murcia (BORM) has been sent the publication of the offer corresponding to the premises established in Aguaderas to officially initiate the procedure of public convocation that has as its object the authorization for the private occupation of the space located in this hamlet destined to the canteen service and from which the interested parties have 30 days to present the application together with the required documentation, the canteen located in the social premises of Rio and Apolonia will happen in time, since the Council of Citizen Participation has received the request from the Pensioners Club, the Neighborhood Association and the Women's Association so that

the authorization procedure begins, since the cession to the current cantinera is about to end ".

The Councilor for Citizen Participation, in this regard, recalled that "during the process for the regulation and concession of the canteen service that is provided in the different social areas scattered throughout our neighborhoods and districts, priority has been given to citizens in a situation of unemployment, as well as people with family responsibilities, low income level or disabled, once again the City Council of Lorca is committed to helping citizens who present this type of personal and family situations, it is an authorization that is granted after the celebration of the established patrimonial process, which includes the corresponding contracting tables under the system of public concurrence ".

Since the publication in the BORM of the Regulation of Private Authorization for the Occupancy of the Spaces Destined to the Service of Cantina or Cafeteria of the Municipal Social Premises in October of 2014, the cantinas have been regulated at the request of the Pensioners Clubs of the municipality of Lorca of the social centers of San Cristóbal, Paso a Nivel, San José, Torrecilla, Tiata, Campillo, Pulgara, Purias, Almendricos, Cazalla, La Campana and La Viña.

Pelegrín explained that "for the normalization of this service, a regulation was established for the private use of public domain space for canteens and cafeterias in social premises." This text was approved unanimously by all the political groups with municipal representation in the ordinary plenary session of the City Council held on June 30, 2014 and published in the BORM on September 30 of the same year ".

The Mayor of Citizen Participation, also added that "the award of this service is initiated at the request of the associations of older people in the neighborhood or parish to which the municipal social premises are assigned, which are responsible for bringing to the attention of This is the need for its normalization, for this purpose it is necessary to justify the need to provide the cafeteria or cafeteria service in those centers where these spaces exist, as well as to relate the specific conditions of use of the center to be included in the bases for said authorization".

Francisco Javier Pelegrín pointed out that "the awarding of social canteens is for a period of 4 years, so that after that time, any citizen who complies with the proposed conditions may request the concession of the social premises. neighbors to attend this selection process. "

The Councilor for Citizen Participation has indicated that "the Local Administration expanded the presence of the neighborhood groups of each parish in the process of regulating the canteens located in the social premises." It is a further step to give voice and decision-making capacity to the neighbors themselves in the issues that are related to their place of residence, in this case with the canteen services.To date the associations of older people already participated in this process, which now extends to the participation also of other groups users of social centers (youth, women, neighbors ...) ".

We must remember that the text that regulates this process is the regulation approved by the City Council Plenary in June 2014. It is a document that is now enriched to strengthen the neighborhood presence and whose articles have been updated to adapt it to legal developments and incorporate proposals from political groups.

In this way, the different associative entities assigned to the corresponding municipal social establishment will request, by prior agreement and through a written document, the need to provide the canteen or cafeteria service in their respective centers.

The content of this Regulation also incorporates new measures to safeguard the seriousness and due rigor of the development of the activity of those who are responsible for providing the aforementioned cafeteria service.

Once requested by the aforementioned groups, from the Department of Citizen Participation, the conditions governing the authorization that contain, at least, the following points are drawn up:

a) Requirements that applicants must meet.

b) Term and regime of extension of service authorization.

c) Economic regime to which the authorization is subject.

d) The guarantee to be provided in your case.

e) Causes of extinction of the authorization.

f) Conditions for using the premises at the proposal of the petitioners Association.

g) Inventory of materials and equipment that the canteen has.

h) Any other specific condition (cleaning, opening and closing hours, etc.)
