The Spokesman of the Municipal Group of IU-V, Pedro Sosa, has revealed this morning the contents of a Decree of the Mayor of Lorca, dated on December 22 and of which they had knowledge yesterday Monday January 2, through which it produces a recomposition of certain posts of temporary personnel assigned to the Cabinet of the Mayor's Office.
The paradoxical and absolutely reprehensible of that recomposition, in the opinion of the mayor of IU-V, is that the position of "participation advisor" created "ad hoc" a few months ago for the exconcejal of the PP, Ana María Lidón, to occupy it, without no type of selective procedure that respects the basic principles of access to public employment, is no longer occupied by that exconcejal of the PP to "transfer", without any explanation or justification, to another exconcejal of the PP, in this case Joaquín Ruiz Montalván, that it must have been the Lorca who last December 22th touched him the fattest stone;
a group A position that has a generous monthly remuneration.
This morning Sosa expressed his absolute opposition to this decision and explained the reasons that his political group wield to oppose the content of that Decree.
In the first place, for IU-V, temporary staff positions, which the Law links to trust, should be limited to the Mayor's Office and political groups, in accordance with current legislation.
There is no sense in a City Council that has twelve delegated councils, one of them, which is not the most complex, must have at the top of its functional chart a "political commissar" occupying the position of advisor.
If that position of adviser is necessary, Sosa maintains, it should be provided through the appropriate selective procedure that respects the constitutional principles of access to public office.
On the other hand it is not salable that this recomposition has as protagonist an exconcejal of the PP, Ruiz Montalván, who is jumping from public office in public office, without having neither the academic training, nor the knowledge, nor the adequate experience for it.
It is a man who since he was president of the Council of Youth of Lorca, became councilor of the PP, from there accessed by digital appointment to the position of Director of Health Area Management n ° 3 at the Rafael Méndez Hospital in Lorca , until the criticisms of the health group and the opposition groups in the Regional Parliament, among them and very prominently those of IU, forced Health to cease all their elected positions to finger.
We know that after has had aspirations to take over the position of Manager of the University Campus of Lorca, and frustrated because that position will finally be the subject of a public contest, the Mayor of Lorca has decided to give refuge in the City of Lorca removing his put another exconcejal PP who has only been in the same for a few months and in his day we wanted to sell as the most prepared person in Lorca in terms of citizen participation.
Sosa claims to be unaware of the ascendancy that Ruiz Montalván has in the regional and local spheres of the PP, but it seems evident that this designation fits in the struggle for power within the PP in Lorca.
What is reprehensible for IU-V, Sosa maintains, is to mix the City Council in this fight, compromising its budget and twisting the object and purpose of temporary jobs and trust.
