Adoración Peñas, mayor of Izquierda Unida Verdes in the municipality of Lorca, has appeared this morning before the media to announce the next motion that will be defended in the next plenary meeting for the month of January.
Following the complaint that his municipal group made last week about the delay in the payment of a grant to the poetic group Espartaria, Peñas considers it appropriate to present this motion to end the obscurantism and malfunctioning in the delivery of grants to associations and NGOs 's of the municipality.
The mayor believes that Lorca must have its own regulations for the distribution of the same, but until then must be subject to the General Law of Grants, which states that these grants must be subject to procedures and calls for "competitive competition", and that only direct ones are exceptionally acceptable, but in Lorca they are distributed at the personal discretion of the Councilor for Culture, Agustín Llamas.
Unlike this way of acting, the Department of Sports if distributed aid and subsidies according to a previously established scale, which establishes the competitions that exist and the economic amount that is designated for each of them.
Peñas points out that in the same way could come the excellent professionals with which the area of culture of our City Council, and thus prevent many of the youth associations, women and NGOs are left without municipal assistance as is the case today.
Therefore, in order to correct all these deficiencies, you will request the following in the resolution of your motion:
"The City of Lorca, through its legal services, will develop and approve as soon as possible and within the first quarter of this year, a General Regulation of Grants that appropriately orders them and to ensure that the subsidies granted by the administration local lorquina are subject to the principles of publicity, transparency, concurrence, objectivity, equality and non-discrimination, effectiveness in meeting the objectives set by the granting Administration and efficiency in the allocation and use of public resources.
