This is a work that will be developed in collaboration with the Polytechnic University of Cartagena, an entity with which an agreement to that effect is approved.
The objective is to reformulate the text so that the Lorca are reflected in the PGMO.
The Mayor of Lorca, Fulgencio Gil, together with the councilor for Urbanism, Saturnina Martinez, has informed that the instructions established by the Mayor's Office for the in-depth review of the document of the Municipal General Plan of Ordination (PGMO) have resulted in the approval of a collaboration agreement with the Polytechnic University of Cartagena (UPCT) to perform an analysis and diagnosis of the aforementioned text, with the priority objective of putting Urbanism at the service of people.
The First Edil has said that Lorca must be represented and satisfied with the text of the General Plan.
We are talking about a tool of extraordinary utility and transcendence.
In fact, citizens must be aware that the development of the municipality, both in the urban area itself and in the districts, is determined by the criteria established in said municipal regulation.
This is something that has not been spread with enough force, and that we are now going to correct.
We have detected that the citizens have not been reflected in the current text, and they have lived almost with their backs to the PGMO, when it should have been visualized as a resource of social progress.
Fulgencio Gil has anticipated that this work will allow to reformulate the PGMO, adjusting it to the reality of citizens, to the practical and daily needs of people, contemplating the realization of those changes that are necessary to enable sustainable, orderly and real growth of our municipality.
The projections of the moment in which it was written have been totally obsolete and outdated, and Lorca need a text according to the current needs of all citizens.
In fact, it is needed from all points of view;
industrial, residential, districts, land management ...
The Mayor stressed that the New Lorca we are raised together requires us to provide an effective General Plan, free from the shackles of the past, and that definitively stop calculations and forecasts that were made at the time something of the real estate bubble, and that They have served or will serve in future.
It is time for this plan to be updated.
We must remember that it is a document that came into force in 2003, and that has undergone 72 modifications over the past 15 years.
These have been derived, mainly, by the need to adapt the PGMO to the current regulations, in addition to the already known urban agreements.
This text, for example, contemplated multiple developments established with a four-year periodicity that have not been fulfilled.
The purpose of the Consistory is to perform an analysis and diagnosis of the development of the current PGMO, including its degree of compliance, leading to the development of a proposal for the urban and territorial development model, especially taking into account the current Law 13/2015, of March 30, territorial and urban planning of the Region of Murcia, which determines in its Second Transitory Disposition the need to adapt the general planning to the aforementioned law within 6 years from its entry into force in 2015.
The purpose of the agreement approved with the UPCT is the joint development of R + D + i activities for research, data collection, advice and documentation of the work needed to perform an "Analysis and Diagnosis of Lorca PGMO and Proposal of model of urban and territorial development ", that allows to establish the strategies of action for the future elaboration of the Review of the General Plan of Lorca.
For its execution, the actions to be carried out jointly are the following:
Evaluation of the adaptation of the PGMO to the current legislation.
Diagnosis of the degree of development of the actions foreseen in the PGMO.
Diagnosis of the transformations that have occurred on urban and non-urbanizable soils.
Evaluation of the adaptation of the PGMO to the documents and municipal studies that affect the urban model of Lorca.
Environmental Analysis and Diagnosis of the PGMO
Proposal of Urban and Territorial Development Model and determinations of general character for the future elaboration of the Review of the General Plan of Lorca.
The total term of execution of the described objectives is estimated in 12 months, from the administrative formalization of the agreement.
The total estimated duration of the collaboration agreement is 2 years, leaving the margin between the completion of the work (12 months) and the conclusion of the agreement, dedicated to the tasks of dissemination and dissemination of research results (conferences, conferences, conferences, publications and any other material), contemplated in the articles of the agreement itself.
The signing of the collaboration agreement between the City Council and the R + D + i Group of the Polytechnic University of Cartagena (UPCT) called Urban Research Laboratory (LIUrb), aims to perform research, data collection, advice and documentation of the works necessary to perform an analysis and diagnosis of the development of the Municipal General Management Plan (PGMO) of Lorca, as well as environmental analysis of the uses of the territory and activities carried out since its approval.
The result of this analysis and diagnosis will indicate the conclusions of the urban and environmental information and will determine a proposal of the urban and territorial development model and general determinations.
All this will shape the preliminary and preparatory work for the revision of the General Plan of Lorca, where by means of the diagnosis and conclusions to be made, the strategic lines of action for the future that serve as the basis for the design of an urban and environmental policy appropriate to the municipal term of Lorca.
The procedure, begun more than 21 years ago of the revision of the current PGMO in force, in very variable socioeconomic conditions throughout the time elapsed, in which two periods can be identified, 2001-2008 of economic expansion, and 2009-2016 of deep economic and real estate crisis, motivate the interest of the Consistory to establish a methodology that allows the current urban analysis of the municipality, as well as the degree of development of the PGMO, in order to know the level of adequacy of its forecasts, information necessary to initiate the process of reviewing it.
This work will serve to jointly design a methodology of analysis and diagnosis, which allows the knowledge of the current urban and urban situation of the municipality, as well as the monitoring of the degree of adequacy of the Lorca PGMO to the new current socioeconomic circumstances, including the follow-up of all its modifications, of its urban development plans, and of the current state of the planning instruments.
Considering the particular dispersion of population nuclides that our municipality presents, and the problems detected in the convenience of the different uses, it is necessary to carry out a particular diagnosis, which allows detecting the incidences on the environment in order to be able to give sustainable environmental responses in the future revision of the General Plan.
To this end, the impact on the environment of urban transformations in low-density sectors will be evaluated and, where appropriate, monitoring of the environmental actions established in each area can be carried out through the Environmental Impact Studies of Partial Plans developed in areas of developable land without delimitation of sectors.
It is also expected to monitor and evaluate the direct or indirect environmental impact of residential building in the garden, as well as doing the same with the environmental and urban dynamics of the districts, in particular of the districts linked to the garden sector and the coast area.
The research team will be made up of different professors and researchers from the Polytechnic University of Cartagena, who have previous experience in R + D + i activities in urban planning carried out in recent years in collaboration with different municipalities in the Region of Murcia such as: San Pedro del Pinatar, Murcia and Mula.
The responsible researcher who will be responsible for coordinating the research tasks will be Marcos Ros Sempere, Architect (2000) from the Polytechnic University of Madrid (UPM), and Doctor (2005) from the Complutense University of Madrid (UCM), as well as Vice-Chancellor of Campus and Sustainability of the UPCT, and Professor Contracted Doctor of the Area of ​​Urbanistic and Territorial Planning of the UPCT.
He is the Researcher in charge of the R + D + i Group "Urban Research Laboratory", and the Principal Investigator of the Research Project: "Contemporary Migrations and Residential Fractionation".
Author of several articles in scientific publications and communications to congresses on the "Changes in land use in the Huerta de Murcia, 1928-2015".
