Adoración Peñas, mayor of Izquierda Unida Verdes in the town hall of Lorca, announced this morning the motion that will be presented to the plenary on Monday for the month of February aimed at reactivating youth policies in Lorca.
Peñas recalled that the current president of the Council of Youth of Lorca said after his election in April 2016 that the associative fabric, which had a few years ago with some 50 associations, had suffered a lot in recent years, with some groups inactive and others practically disappeared and almost extinguished, except for the brilliant work of some social entities such as "Cazalla Intercultural".
For Peñas we can not forget the old promise of construction of the "Young Space" in Sutullena, and it would be convenient to know the reasons for forgetting, especially when the project could have been contemplated under the financing of the EIB loan, since it is not possible to develop an adequate policy of youth without the existence of spaces or specialized equipment in the care of young people.
Having said that, and even knowing of the retrofitting that has been done in the premises of the old infantry barracks of Lorca, called "M-13", it seems that the youth of Lorca needs, in addition, another reference space more downtown, which serves as a meeting place, generation of ideas, literary or artistic creation, etc.
etc., being for that reason that in this motion we fix the attention in the premises of the old police station of Lorca for a possible center of youthful self-management.
Although the policies of youth in our municipality shine by their absence or shortage, the certain thing is that the models of the programs and the youth policies are not exhausted, far from it.
The key to the survival of youth policies is that they have to be innovative, comprehensive and transversal, with knowledge of social reality, promoting horizontal policies, with a system of youth participation that aspires to give maximum prominence, but also the maximum possible responsibility to the recipients of the policies: young people.
Lorca has enormous shortcomings in terms of youth policies, as well as the lack of spaces for young people, in its various facets: both leisure and recreational, as in other more formal, and obviously differentiating youth interests according to age groups. : education, alternative leisure and housing.
It is important to highlight what the disappearance of the Student's Salon meant, which played a fundamental role in the dissemination of the training offer and job opportunities for young people who were beginning to decide about their future.
With regard to leisure, it is very sad to observe how young people who are in the age range of 12-13 to 17 do not have practically any resource or municipal activity in which to participate, beyond the shopping center or sport spaces, not always affordable or in optimal conditions of use, having as a reference the bottle as an alternative, while youth hostels are underutilized and can be the object of multiple activities for young people.
The continued closure of leisure facilities and the decline of the historic center do not present a very encouraging picture for young people who have passed adolescence.
For all these reasons, in order to resolve all the above, the motion will propose the following agreements:
The City of Lorca will promote a participatory process among the youth of Lorca to make a new plan of young action, in which a detailed schedule of actions on issues of interest to young people of different ages, with the Youth Council is carried out local, related associations, and technicians or experts;
providing for this purpose the necessary human and financial resources.
The City of Lorca will make available to the youth associations lorquinas the dependencies of the old police station, as a new center of youth resources in the city center, in order to enable more spaces for the promotion of youth policies and expand and improve participation
