In September 2016 a supermarket of the ALDI chain was opened in Lorca in the Old Road of Port No. 150, on a site where there was a high-voltage line where an aerial power line turret was located on the same site without the enclosure fence and anti-scale panels provided by the Ministry of Industry, as security measures.
Both Directive 2013/35 / EU of the European Parliament and of the Council, and Royal Decree 337/2014, contemplate "making measurements of radiation indices by evaluating exposure levels to avoid possible health risks or taking measures to minimize their effects if the established limits are exceeded ".
The European Directive clearly establishes the obligations:
Article 4: the employer must evaluate and, if necessary, measure and calculate the levels of the electromagnetic fields to which the workers are exposed.
The risk assessment will be updated periodically.
Article 10: to protect workers exposed to electromagnetic fields it is necessary to carry out an effective and efficient risk assessment.
This obligation must be proportional to the situation in which the workplace is located.
Article 11: The unwanted effects on the human body depend on the frequency of the electromagnetic field or the radiation to which the body is exposed.
The Council recognizes that "Public Administrations have the obligation to defend the rights of citizens by making them compatible with the interests of technological companies and guarantee the rights recognized in the Spanish Constitution", which recognizes the right to health protection and the competence of public authorities to organize and protect public health through preventive measures and the necessary services and benefits.
Mecca has no record "that this preventive study was made prior to the installation of this supermarket."
It is evident that there is a concern of the workers of this center, who are exposed several hours a day, which could be clarified with a study of low economic cost, which would be around 2,000 euros, according to the budget requested from a specialized company.
The agreements included in this motion are therefore logical and timely:
To commission a study of the electromagnetic field measurements generated by this high voltage line so close to customers and workers of the Aldi supermarket.
Placement of fences of enclosure and anti-scale panels in the high voltage turret located in the parking lot of this supermarket as a security measure.
Carry out all the necessary actions for the immediate withdrawal of the overhead power line that crosses the supermarket premises, urging the City Council to address electricity supply companies to demand the elaboration of an action plan by which proceed to bury the power lines in this section.
