The Consistory receives a new blow that affects completely to the municipal economy, and that elevates the money to return by these agreements, for the moment, to 10.27 million euros.
The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martínez, has reported that Lorca will have to face a new payment derived from two trap urban agreements approved alone by a previous administration between 2005 and 2006. It deals with a new blow that rises to 2,891,843.78 euros, consequence of the corresponding judicial sentences originated by two signed agreements that had as main promoters to the merchants Ryszard and Desarrollos Lerna.
These setbacks against the municipal coffers, which suppose a serious economic damage, will have to be assumed by the City Council already in the accounts of the current year.
Martínez Carrasco explained that the first of the agreements involved an anticipated income for municipal accounts of 1,482,095.60 euros, an amount that now has to add another 178,088.68 euros, so the loss amounts to 1,660,184 , 28 euros.
As all Lorca know, the administration at that time, instead of reserving the money until the conditions they had agreed upon, were met at current expense.
This means that now that the economic situation of the City is recovering, we have to assume millionaire payments for erroneous decisions of the past.
Some enjoyed the party, but the hangover we have to pay all Lorca.
The agreement signed with Ryszard affected an area of ​​2.7 million square meters located in the hamlet of Almendricos, providing for the construction of 5,004 homes, for an estimated population of 15,012 people.
To be able to meet the payment of these 1.66 million, from the Consistory we have obtained the authorization from the Government of Spain to be able to receive the Fund of Economic Impulse of the State, which allows us more flexible conditions of payment and save interests .
It is a financial tool that allows these sentences to be paid in a staggered manner and within a longer period of time.
Thanks to this mechanism, it also reduces economic stress on the municipal coffers, proceeding to release items that can be used to help families, investments and the empowerment of the cleaning service, among other issues.
Martínez Carrasco recalled that the Economic Impulse Fund (FIE) is a special tool that the Ministry of Finance and Public Administration makes available to the municipalities of our country to enable deferred payment to meet the financial needs of local entities derived from the mandatory compliance with final judgments drafted by the Courts of Justice.
The second case corresponds to an agreement signed in its day having as main promoter Desarrollos Lerna.
The Consistory received the same amount 1,081,821.60 euros, which was not reserved and was used in current expenditure.
To this figure must be added now another € 149,837.90 in concept of interest and costs arising from the procedure, which translates into a total impact against Lorca 1,231,659.50 euros.
In this case it affected a total of 3,701,527 m2 belonging to the district of Rio, on which it was planned to build 6,670 homes for a population estimated at 20,010 people.
The municipal services have been aware of the firm character of both sentences recently.
The Economy Edil has indicated that the balance of these judicial processes by the urban agreements indicates that the City Council has already been sentenced to return 8,914,812 euros, to which the sum of 1,364,410.65 € is added, so that the total beating is € 10,279,222.65.
So far, 6 of these judgments have been paid in full, another 4 have payment agreements with their promoters, the payment of another is made more flexible thanks to the FIE and the condemnation by another has been submitted very few ago dates
In this way we have to report that they have already had to pay 6,030,239.02 euros, pending payment of 4,248,983.63 euros.
