More than half of the 923 plots affected correspond to Lorca, the rest are divided between the municipalities of Puerto Lumbreras and Pulpí.
The municipal spokesman of IU-Green of Lorca has asked this morning to the Mayor of the town not to leave this large group of neighbors affected by the expropriations "at the feet of horses."
And, specifically, it has demanded two issues: the first, due to the complexity of the matter, a generous extension of the deadlines for submitting allegations, and, derived from that same complexity, the immediate authorization of a Municipal Counseling Office that, Beyond teaching the ADIF project, give technical and legal advice to those affected.
Sosa affirms that the expropriation procedure that now begins can affect about 600 families in some areas of Lorca such as Torrecilla, Campillo, Sutullena, etc., with many neighbors who acquired the property susceptible to expropriation after years of sacrifice and I work as emigrants in France and elsewhere, and for which, according to the precedents that we are seeing in other places, the government of Spain is going to try to pay miserable amounts.
It is going to deal with expropriations that in many cases are partial, that will suppose a demerit and an evident depreciation of the value of the part of the farms or parcels that are not expropriated, that will make certain agricultural and livestock farms unviable, which may entail the loss of rights of construction of houses if, like some cases that already have arrived to us, the part of parcel not expropriated does not count on the sufficient meters established in the urban norm.
Added to this are problems of ownership, registration, cataloging of rainfed farms that are currently irrigated, generating noise that requires the placement of acoustic screens, etc.
All this huge amount of problems requires the competition and the hiring of experts, lawyers, appraisers, engineers, etc., whose fees could be a considerable added cost to those affected if, as is often the case, no initial agreement is reached with ADIF and we must go to the Provincial Expropriation Jury with a technically based "appreciation sheet", or if, even more expensive, we have to resort to the courts of justice.
Sosa has given as an example the expropriation in the previous stretch of Murcia in which ADIF sought to compensate with 218,800 euros to the owners of a farm in operation, which have finally collected 1.3 million euros following a ruling of the High Court of Justice of Murcia that multiplied by six the initial value that the government intended.
Therefore it is essential that the City of Lorca not abandon their neighbors, get to work on this matter, and enable as soon as possible that Office, putting qualified people at the front.
Sosa said that, thanks to an initiative promoted by IU in the City of Puerto Lumbreras, the local government of the neighboring population has already created this Office and is already advising its neighbors, and this despite being a smaller administration, with fewer resources and less affected by expropriations.
