Gloria Martín, councilor for Izquierda Unida Verdes de Lorca, has denounced the slowdown in visits by municipal technicians to the homes of those affected by the return of aid to earthquakes.
As approved in a plenary motion promoted by IU-Greens last July, the City Council promised that technicians from the local administration would proceed to check the rehabilitation works of those neighbors who no longer had their to be able to invoices and proof of payment after more than six years have elapsed since the incident.
The justification of the use of the aids through this route, that of the inspections, is contemplated in Article 10. 1. b) of the Decree 68/2011 by which the subsidies are regulated.
After months of insistence by IU, visits began in February.
However, although the initial rhythm was "optimal", Martin has denounced a "break" that has led those affected to have to request a second inspection.
"There are affected waiting since October 2017 to breathe easy."
Regarding the inspections that have been made, the affected parties have not received any resolution even though it has been demonstrated that the neighbors used the money from the subsidies in the repair of their houses.
"The good intentions of the Mayor, the Town Planning Councilor and his party colleagues in Murcia have been nothing at the moment," said Martin.
Nor has there been an answer to the hundreds of victims who alleged months ago expiration or prescription in the proceedings.
Meanwhile, the Autonomous Community of the Region of Murcia continues to send requests even to those affected who voluntarily returned the aid years ago and who now demand the payment of late interest, something that for Martin is a "nonsense".
The CARM is also demanding that the victims justify the compensation they received for their private insurance policies and that they were paid by the Insurance Compensation Consortium.
Something that is outside of what dictates the law, in the opinion of the councilor of IU-Greens.
On the other hand, Martin recalled that the Platform of Affected People met on February 28 with the General Secretary of the Ministry of Development, Yolanda Muñoz, and that she undertook to clarify a number of technical issues, especially those related to the prescription of the right of CARM to demand the reimbursement of aid to those affected.
However, almost six weeks later "we have not received any kind of explanation from Fomento", said the mayor.
In the same sense, more than a month ago IU requested in writing to the mayor of Lorca, Fulgencio Gil (PP), that the City Council requested the Legal Council of the Region of Murcia an optional opinion to clarify what is the calculation to calculate the prescription , without the first mayor has confirmed the realization of this management.
IU, through its national deputy Ricardo Sixto, also raised this issue in Congress through a written question addressed to the Government of Spain.
According to Article 190 of the Rules of Procedure of the Lower House, the answer must be made within twenty days following the publication of the question.
However, the one formulated by Sixto -published in the Official Gazette of the Cortes Generales on February 19- has been waiting for 46 days.
Gloria Martín criticized the inability of the administrations to solve a problem that has "with the soul in suspense" to hundreds of families in Lorca because of the "clumsy and negligent action" of the autonomous community.
"They feel impotent and crushed by the weight of a bureaucracy that systematically ignores the repeated sending of documents that justify that those affected used the aid to be able to return home after the dramatic earthquakes," said Martín.
Therefore, the Platform will convene a new assembly to determine the protest actions it will carry out in the coming weeks, including a rally in front of the Palacio de San Esteban in Murcia.
