Pedro Sosa argues that we need debates about Lorca that globally address our reality and make a real radiography of our municipality that will help us to implement the best public policies
The spokesman of IU-V, Pedro Sosa, appeared this morning before the media to denounce the repeated failure by the local government of PP of the agreements that are adopted in Plenary.
Sosa has focused his criticism on two issues that for IU-V are very relevant.
On one side is the proposal to institute in Lorca the "Debate on the State of the Municipality", the way in which dozens of municipalities of large population throughout the length and breadth of our country.
Sosa argues that the plenary activity in the town hall of Lorca is limited to the existence of many specific and partial debates, sometimes at breakneck speed, without a serious analysis of the global reality of the municipality.
There are only two annual plenary debates of certain relevance that must be legally or statutorily carried out: that of the Fiscal Ordinances and that of the General Budgets.
They seem very scarce to us, and also they are partial in the substantive, since they do not approach the globality, has affirmed the mayor of IU-V.
The councilor recalls that Lorca decided to be a municipality with a large population after the reform of the Law of Bases of Local Regime, and he did more than two corporations.
Many of these large-scale municipalities, sooner or later, have decided to introduce in their cities an ANNUAL DEBATE ON THE STATE OF THE MUNICIPALITY OR OF THE CITY, with a scheme similar to that of debates on the State of the Nation or on the State of the Region that are celebrated annually in the national and regional parliaments, respectively.
The debate on the state of the municipality of Lorca would serve for the Local Government and each of the opposition groups to perform a complete X-ray of Lorca, a sort of SWOT analysis at a global level, which analyzes all the public policies put in place - and those that are about to be placed in which to detect the set of weaknesses, threats, strengths and opportunities of our municipality.
Doing this every year is essential for the cities, and we will all learn from everyone, Pedro Sosa pointed out, and it would also serve to bring to light issues that do not normally reach the plenary: productive model of the municipality, weaknesses of its labor market, unemployment , poverty, inequality, weaknesses of a social nature, spatial planning, global state of infrastructures, situation of urban planning, environmental threats, potentialities of the city, etc.
The councilor of IU-V argues that the legal tool with which to institute this debate in Lorca is provided by the requirement that we have as a municipality of large population to endow us with an Organic Regulation of the Plenary, the other great forgotten, and of which we still lack after more than 10 years since the approval of the Organic Regulation of the Government and the Administration of Lorca.
This last Organic Regulation made a mandate to our Plenary so that it would be endowed with an "Organic Plenary Regulation" that until now has not been fulfilled.
In that Organic Regulation of the Plenary the councilor of IU-V advances that not only we want to institute the figure of "Debate of the State of the Municipality", but also we will take advantage of the elaboration of the same one to propose the introduction of the participation of the neighbors in the Plenary, without vote but with voice
Politics, said Sosa, is not understood without giving voice to citizens, and Lorca, although it will not be a pioneer in this field, if it should be updated and normalized in that sense.
Sosa will demand responsibility from the Mayor of Lorca for this repeated breach of the plenary agreements.
