This morning was held in the city of Lorca the constituent session of the Joint Committee established by Royal Decree Law 6 / 2011, adopting urgent measures to repair the damage caused by earthquakes occurred on 11 May in that municipality.
The joint committee is chaired by the Minister of Public Works and Planning, José Ballesta Germain, and the Government Delegate, Rafael González Tovar, and part of it by the mayor of Lorca, Francisco Jodar (representing the Town Hall) and a representative of the General State Administration, another of the Regional Administration and one from the City of Lorca.
The meeting was also attended by the Director General of Civil Protection and Emergency (Ministry of Interior), Pilar Gallego Berry.
Is the task of this Commission valuation, and amount of aid granted to individuals by virtue of applications, lease, reconstruction, rehabilitation or repair of houses which constitute the habitual residence of those affected by earthquakes and replacement of equipment .
The Royal Decree Law states that the Commission, according to criteria of equity, after assessing the costs and damages accredited each applicant shall submit to the competent body to resolve a motivated individual proposal in relation to the assistance requested and and the amount awarded in the event of favorable proposal.
SPEED AND COORDINATION
In the inaugural session of the Commission, the Minister of Public Works and Planning, the Government Delegate, Mayor of Lorca, Francisco Jodar, and the Director General of Civil Defense and Emergencies, have agreed about the quick response of all agencies involved in emergency and the immediate coordination of various government and individual and collective efforts of everyone from day 11 are working to mitigate the effects of earthquakes and Lorca returned to the normal situation in the shortest possible time.

The Commission also determined in its resolutions the latest execution of the works are intended to aid proposals.
As is known, in the reconstruction or rehabilitation of housing is 24 months, while in the repair of damage is 12, although both terms are expandable for exceptional reasons.
AID OF DECREE
At the meeting of the Joint Committee also recalled the provisions of Royal Decree Law 6 / 2001, which provides various types of assistance such as exceptional due to death of people, which González Tovar reported that officials of the Delegation government are already in contact with the families of those to expedite their applications.
On aid to people whose homes were affected, the Minister of Public Works and Planning reported that it has started processing over 3,200 applications and pointed out that those interested can go to two points located in the center advice City Cultural and Local Development Centre, which operate Monday to Saturday, from 9 to 20 hours, for those who can make an appointment call toll free 900 117 816.
Other aid included in Royal Decree-Law are to:
- Vacation homes (with a maximum of 6671.7 per year and a time limit of 24 months, although this could be extended).
- Replacement of household essentials (maximum of 2,580 euros).
- Repair, rehabilitation and reconstruction of housing (maximum of 106,000 euros).
These grants are funded 50% by the state and regional administrations and the award was taken into account the compensation that their holders have been received by the existence of insurance policies.
Last week, Ministers of Development and Interior moved to the region to sign cooperation agreements for the implementation of the aid.
MUNICIPAL CHARGES
Decree-Law also states that the Government of Spain will pay in full emergency expenses incurred by the Municipality of Lorca and are derived from actions necessary to protect the lives and safety of persons and operation of essential public services, as well as those caused by personal delivery or goods and services by natural persons or legal entities that have been required by the authority in connection with the emergency.
With regard to projects that run the city of Lorca, relating to the repair or restoration of infrastructure, equipment and facilities of the municipality, the State may grant a subsidy of 50% of the cost.
Also noted in the Royal Decree-Law that the city of Lorca will be offset by reduced income to the extent of which is included in that tax benefits related to the IBI and the IAE.
OTHER MEASURES
The rule adopted by the Government of Spain also includes compensation for damage to agricultural production and livestock facilities, special tax breaks for agricultural activities, industrial action and Social Security, procurement regime and preferential credit line of ICP.
UME
Finally, note that part of the Military Emergency Unit who was acting in Lorca since the occurrence of earthquakes - in particular staff assigned to work shoring, sound walls and debris - will leave the city, having served its mission.
This has been considered by the authorities responsible for coordinating the arrangements put in place following the earthquake.
In that sense, it proceeds to the deactivation of those troops, while it is considered necessary to maintain the support units of the camp at La Torrecilla, so they remain in the area.
