Open items for works aimed at restoring the heritage and building repairs.
Changes will be made for the city to receive more money from European funds.
Lorca also be used for casualties in the awarding of contracts, and taking into account the special circumstances of the municipality opens the door to fund off-budget performances.
Deputies Lorca's Party in the Regional Assembly, Ana Aquilino Lopez and Fernando, have informed this morning of the main projects of CARM Regional Budget for next year that will benefit directly to Lorca.
Deputies stressed that these investments will focus mainly on two issues: care for those who are suffering the most severe economic crisis through social services, and the recovery of the city after the earthquake of last May.
Territorialized regional accounts in Lorca amount to a total amount of 34,162,083.89 euros.
In terms of Social and Health Services include the following actions:
- Construction and equipping of Lorca Sutullena Health Center: 3,564,538 euros.
- Concert seats for elderly care in Residence Caser: € 1,335,745.
- Concert with Asprodes to care for the disabled: € 1,372,838.
- Concert with the San Diego Foundation for the care of older people: € 618,925.
- Concert with Apandis to care for their Day Centre: € 850,014.
- Concert with Asprodes to maintain their residence for the disabled: € 1,219,325.
The total amount of the regional accounts of the Autonomous Region for 2012, only in reference to this matter than the 23.6 million euros.
2012, boosting recovery after earthquakes
The reconstruction and revitalization of the town after the earthquakes of May 11 also has special services within the regional budgets for next year.
Lorca MEPs have clarified this issue, along with the care referred to in the budget, will continue to receive special treatment by the CARM that will lead to new initiatives and actions.
In any case already in the budget for 2012 sets some urgent work, as is the case of repairs that need to carry out on the road in the parish, severely damaged by earthquakes, a project that has a planned investment estimated at 750,000 euros.
Items have also been opened will be expanded economic gradually, intended for studies and technical work after the earthquake, as well as cultural heritage restoration and repair of social housing owned by the Institute for Housing and Soil.
The budgets also provide various extraordinary measures for the recovery of the municipality.
The main ones are the following:
- Set the possibility to make reassignments affected the respective equity to finance social services CARM and actions related to the earthquake in Lorca (Adaptations in Section 13 financed with dedicated revenue credits).
A clear example in this regard is the case of the Rural Development Programme in the Region of Murcia 2007-2013 co-financed by the European Agricultural and Rural Development, EAFRD, which is managed by the Ministry of Agriculture, which is handling an increase co-financing rate to the maximum allowed by the European Union that when you make the final approval by the European Commission in early 2012 will hit the corresponding capital estimated for the entire period in more than 80 million euros.

In such cases, after the justification for the waiving of the contribution of the Autonomous Region of Murcia, or in case of breach of the proceedings, the Ministry of Economy and Finance may dispose of the credits needed to be allocated to other purposes, preferably to finance social services of the Autonomous Region as well as actions related to the earthquake in Lorca (Adaptations in Section 13 financed with dedicated revenue credits).
- Moreover, in the tenth additional provision "Low-adjudication" is set to award the low bid in the unavailable state investments in accordance with the procedure established in the Order of the Ministry of Economy and Finance, February 10 2010, regulating the substance of casualties award, and will be available to the Ministry of Finance will decide the fate of the same, preferably to finance social services of the Autonomous Region as well as actions related to the earthquake Lorca.
