In the interests of continuing to contribute to faster recovery of Lorca and complying with policy responsibility entrusted to us, then we offer our analysis of the situation upon completion of the 10th month after the earthquake of May 11, 2011, as have been doing in previous months.
As before we take title to the balance sheet, making it now with "MISSING RESPONSES" because we believe that we have synthesized and gaps and needs that have not yet obtained solution, which unfortunately in many cases are common to those already expressed in other balances, either by delay, failure, lack of management or even by low political commitment in some instances.
MISSING actually believe that answers from different levels: First from the elected representatives of the people, ie by parliaments, regional and especially national levels.
Also from the three political bodies: local, regional and national.
But also missing responses from other agencies, such as from the Church because their sense of solidarity should be aware of time and make much larger contributions of the announced (remember that the convent of Our Lady of the Gardens is waiting for a response, or James' friends have to take to the streets demanding lorquinas solidarity with its temple).
And do not forget that also missing answers and solidarity from certain banks that do not say but, having noted the coldness with which Caixa Catalunya or La Caixa, or own CAM treat families who ask their humble homes.
O let us not forget the lack of response and lack of solidarity of the builders who wanted to preserve their property in hopes of selling did not provide relocation needs.
So many answers and missing a lot of solidarity despite beating their breasts.
We will balance the lack of responses analyzed in blocks corresponding to the instance, administering, or institution to which correspond consider the main part of the responsibility.
We will present to it, that the human problem, social, cultural, economic and urban development which resulted from earthquakes can specify in twelve thematic fundamentally, namely
The need for relocation.
The need to rehabilitate damaged homes.
The need to rebuild the houses demolished.
The need to restore normalcy in public services: education - health - culture - sports.
etc.
The need for recovery of cultural heritage.
The need to recover the assets of the City Council.
The obligation to contribute to the recovery of trade.
The obligation to contribute to the general economic recovery of Lorca.
The opportunity to recover certain urban areas from a holistic concept.
The opportunity to launch public employment schemes.
The opportunity and need to review planning regulations and seismic.
The opportunity and need to study what happened and its relation to possible construction flaws or negligence.
Let's start this time asking for answers from the most recently lived backwards, thinking that in the minds of Lorca and especially in the most affected are remembered more clearly the actions, facts or statements taken place in recent weeks.
Insufficient responses of the national parliament.
We first address to the recent demand expressed by those affected Lorca to the national parliament, with its presence at the gates of the institution and in their respective interviews held with the major political groups.
We do not know a unanimous ruling leaves the door open to hope and recovery.
When parliament was asked to show his sensitivity and commitment to Lorca urging the Government to make decisions about the delays that are occurring in the arrival of aid for rentals, rehabilitation and reconstruction of houses, or those designed to completely restore the education system Lorca, or logically also necessary to activate the process of economic recovery.
Missing since last response 20 days after the visit to Madrid.
Regional Parliament missing responses.
Because beyond debate fictional past September 14, 2011 on "Plan Lorca" and beyond the hollow evasive answers and the hearings of the respective Directors and the president Valcárcel, we need a robust response of demand to Regional Government, as Lorca claims and it is their obligation (both Parliament and the Government).
Government responses missing Rajoy.
We must remember that the Commissioner appointed by the Government of Spain to the earthquake in Lorca, D.
Mario Garces, has visited the city only once (which is known), and beyond that we had to address the delays in payment of the aid approved by the Joint Commission, nothing else has said or done.
True, it was reported yesterday the availability of a million and half euros for the rehabilitation of commercial premises, but remember that the aid comes from the decree 18/2011, which as you know came to fill gaps or supplement measures set in RD 6/2011.
But missing responses to the request made by the Hon.
Plenary Council at its meeting in January 2012 on need to issue more measures.
Recall that the measures requested had to do with enlargement of the alleged aid to rehabilitation, ...
And of course missing responses of the Government of Spain and the political party that supports it, the Popular Party, to analyze and estimate the requests repeatedly made conveniently on implementation of special measures for the economic revival of Lorca.
Remember to use partisan politics of this issue with the design, advertising, and various institutional and public policy debates of the "Plan Lorca."
Also missing is the response of the Government of Spain and his body under the SEPES to implement the parliamentary decision of 13 September 2011 on modular construction of 300 houses to facilitate the relocation of victims.
February 13 at the time of this assessment and 6 months have elapsed since then Lorca and there is no evidence that any work has started for the house mentioned.
If we also consider the construction of housing demand as a precursor of urbanization and provision of necessary services (water, electricity, sanitation, etc.), this would be an undue delay of the measure and consequently to the failure of the purposes for which was taken.
No response from the Government of Spain to bear the cost of demolition of buildings that have filed for ruin.
Government responses missing Valcárcel.
On several occasions our political formation has criticized non-inclusion in the budgets of the Autonomous Region in 2012 of a specific item to meet its commitment of providing 50% of the amount of aid to approve the Joint Commission.
Therefore lack of response to the victims right to receive aid under the RD 6/2011.
It is difficult to apply more qualifiers for other occasions such as the aforementioned decision of the Regional Government, which gives a clear indication of forgotten and abandoned to their fate to the city of Lorca by the Government Valcárcel.
And not only so, but because neither the government of our region has been no special measure of financial support to the revival of Lorca.
Instead remember that the amount allocated to regional budgets Lorca in 2012, are significantly lower than those of 2011.
This mean that there will be less money for public investments that could be thought of as ordinary and nothing to routine work which undoubtedly requires the Lorca situation right now.
It is deplorable that the Government has forgotten Valcárcel the promises made in the days following the earthquake and missing responses to the demands of a people who mostly has voted and has immediate needs.
It can not be understood as having such large delays in the rehabilitation of schools or be disabled and the items necessary to meet the economic reconstruction of the demolished schools.
Therefore lack a sensible response to this need.
Insufficient local government specific answers Mr. Jodar.
We do not know and therefore missing answers when you finally decide on the total number of buildings that have filed for ruin, among which are many of those affected in the neighborhood of Alfonso X and the San Fernando , nor reason can not know because you act more quickly in San Pedro to demolish homes that pose a clear risk in the area.
Obviously lack a clear positioning response and Lorca City Council regarding significant urban changes the La Viña, as well as in other areas of the city, so they can open new streets or open spaces under the pending reconstruction.
The City Council must also ensure that the reconstruction of buildings and dwellings shall be pursuant to the constructive recommendations adopted at the plenary of September, although inadequate, are suitable.
Therefore also for this case missing answers.
Obviously missing responses for individuals and families who are still out of Lorca evident that there are delays in the rehabilitation or, if appropriate, reconstruction of their homes.
The City also should respond, insisting before the competent bodies, to see addressed urgently review of building standards in the Region of Murcia in areas of seismic risk, in avoidance of future risks.
Insufficient responses from our City Council to decide on actions in the historical depth.
Similarly lack of concrete answers Uptown performance given that they occurred but a physical disaster if a large social problem.
The City Council also must be sensitive and respond to all those families and individuals living in Lorca for a reason or other are not home or have basic needs such as food.
Along with criticism over the municipal administration if we want to positively highlight the implementation of special employment plan.
Also missing are answers to the following questions:
Have you taken the council or the Ministry for screening procedures to evaluate the systems and construction methods used in buildings structurally damaged?
Much has been talked about it and Lorca represents the opportunity for the study.
However, to date no steps have been resolute in that direction and has facilitated the work of experts who have asked, for example, the analysis of the structures of buildings wrecked.
IU-V of Lorca asked to take charge, via university-precise studies to determine the degree of influence of structural systems employed in the instability of collapsed buildings.
Have you started work aimed to review the Spanish seismic regulations?
We understand that earthquakes of Lorca have made it clear that current construction practices and regulations that govern them are far from safe, and that the legislation does not take into account seismic full extent the danger of coming in the area of greatest activity seismic Peninsula.
And this despite the many statements he has been by certain professional sectors related to construction, judging positively the general behavior of buildings.
And missing a very important answer When is the reconstruction?
As of today, regarding the construction of new housing stock is absolute uncertainty.
How will the competition of ideas combine with existing projects?.
What about the recommendations of the Council of Europe?
Finally also lack response and date for the convening of another meeting of the Bureau for Development.
In short, we demand more government involvement in national and regional issues of Lorca.
More and more management of our political action against the Regional Local Government and National.
More solidarity of the Catholic Church to address the recovery of damaged temples, and certainly more solidarity of the owners of flats for families to have no "exiled" and no families on the street.
Signed.
MUNICIPAL GROUP IU-V
Councillors Jose Garcia and Pedro Sosa Martinez Murcia.
