This is a motion to be debated in Parliament this morning that collects the requests made ​​by the victims in the daily meetings that are held by different municipal departments
The Aldermen of the City Planning and Housing of Lorca and Agustín José Joaquín Peñarrubia Llamas, have reported that the government team will present at the plenary this morning a motion that includes a series of initiatives to accelerate the reconstruction process dwellings demolished as a result of earthquakes.
This is a proposal requesting the Autonomous Community rush at the earliest opportunity, a bill designed to regulate the rebuilding for forced replacement for the urgent reconstruction of Lorca.
This motion is a key priority to help neighboring communities who want to rebuild their buildings and found the problem that the refusal or failure to answer some of the owners kept locked the reconstruction process.
This proposal reflects the concern shown by the victims themselves in the regular meetings that the various city departments maintained daily with those affected.
The bill calls are regulated, at least the following:
Duties of building co-owner of property, deadline for its implementation and consequences of default.
Administrative proceedings for a declaration of breach of duty of building and forced replacement.
Tender procedure for allocating agent builder.
Regulation of edificatoria action programs.
It should be remembered in this connection that the National Government has issued Royal Decree-Law 11/2012 of 30 March, which is primarily intended to guarantee that an urgent aid to be met as quickly as possible and perform a duty of solidarity and justice that inspired its creation, and facilitate the reconstruction of Lorca and boost economic activity.
Among the measures favoring rebuilding the most important is the issue to the Public Enterprise Land (SEPES) builder agent status on enforcement procedures, stipulating a procedure for attributing these functions.
Article 9 of Royal Decree-Law provides that the Autonomous Community of Murcia, within their jurisdiction, may issue the necessary rules served the exceptional and unique circumstances of reconstruction activities arising the consequences of the earthquake and the urgency required to restore normalcy in the urban municipality of Lorca.
According to the above and taking into consideration the legal authority of "agent builder" given to SEPES is appropriate for the Autonomous Region established, as quickly as a reconstruction regulation forced substitution that allows the urgent rebuilding of our city.
