The Minister of Development, Public Works and Planning, Francisco Barnabas, announced today that the regional government advance payment of 80 percent of aid for rehabilitation of older buildings and renovation of buildings, referred to in the line of subsidy the Regeneration and Urban Renewal (ARRU) Urban Center Lorca, which will mean "a break" for the construction sector and "momentum" of economic activity in the city.
Barnabas was speaking at a meeting held with the President of the Chamber of Commerce of Lorca, Juan Francisco Gomez and members of its Board of Directors, to inform them about the initiatives launched by the regional government to stimulate the local economy and employment generation and regeneration projects in neighborhoods and city roads, gathering their input on the matter.
In this regard, he stressed the "big bet" the Government of Alberto Garre to "maintain and strengthen this type of aid, closer to the citizens and their areas of interest and activity, to ensure a future of prosperity and development."
He also said that "this is a necessary investment, inescapable, part of project progress Lorca, who want to advance their own accord and their own goals."
Barnabas explained that the payment of aid recognized for major works are effected by the advance payment of 80 percent of the grant, upon presentation of the municipal license to run the operation of rehabilitation or new construction and the certificate of commencement of work.
The remaining 20 percent is paid when the beneficiary provided by the final certificate of work.
In the case of minor works, the Minister said that a single payment is made to the total amount of the grant, giving reasons thereof.
On the other hand, the Minister informed of the status of urban redevelopment works carried out in the districts of La Viña, Alfonso X, San Jose and San Diego, in which he noted that "scrupulously comply with deadlines".
These urban renewal projects, he said, "have had, at all times, with input from neighbors and citizens, exposed by neighborhood associations, business groups and other associations of traders in order to take note of your contributions and suggestions and to be more effective in our actions, with the social partners and neighbors the main protagonists of the urban renewal ".
Tax exemptions because of reconstruction
The Minister also discussed with employers tax exemptions, allowances and tax credits for earthquake victims.
Barnabas recalled that recently approved a package of amendments on Lorca, whose purpose alleviate the damage caused by earthquakes in 2011 and the first one sets the 50 percent exemption in tax receipts Real in the Senate (IBI) for 2015 in the affected area measuring 50,000 Lorca would benefit and would save 9 million euros.
Between 2011 and 2014, this measure bonus was one hundred percent of IBI, assuming a savings of over 50 million euros for those affected.
The second amendment to Lorca sets a 50 percent exemption of capital gains generated on the floor of the buildings that were affected by the earthquake, as well as low and local.
That is, when a transaction for the reconstruction of Lorca is that goodwill is reduced by 50 percent and exchange of houses, shops and garages easier.
This measure was implemented in previous years, with a hundred percent bonus the first three years (2011-2013), and 50 percent in the years 2014 and 2015.
