The Ministry of Public Works and Infrastructure was published today in the Official Gazette of the Region of Murcia (BORM) bidding service contract for drafting the Sustainable Urban Mobility Plan in the city of Lorca, which aims to ensure a balance between the needs for mobility and accessibility in order to achieve a better quality of life for citizens.
The Minister Francisco Barnabas reported that the project is one of the activities funded by the Autonomous Community funds through the European Investment Bank, fully intended to alleviate the damage of earthquakes of Lorca, and represents an investment of 230,000 euros, an execution period of 12 months.
The plan is to optimize the performances of urban renewal (streets, pedestrian environments and spaces for transport infrastructure), with the implementation of more sustainable forms of travel within the city and its surroundings, so that "consistent with the growth economic, social cohesion and environmental protection, basic principles for achieving sustainable mobility, "said the counselor.
Barnabas explained that "the development of the plan will occur in two phases: a first analysis and diagnosis of the current situation of the city with regard to mobility, and other drafting of the plan itself."
Thus, will be based on a diagnosis to identify the needs and objectives and, based on them, plan and schedule performances in all areas affecting the mobility in the field of study.
Then, taking into account the comprehensive nature, the Plan must pick a set of strategies and instruments to achieve a coordinated and efficient use of different modes of transport use considering mobility from a global perspective.
Specific actions
Once the specific objectives, in line with the overall purpose of the Sustainable Mobility Plan, defined they will materialize in different actions in sectoral plans which, in turn, include programs of action.
The activities will take the flow and structure of the road network, parking, public transport enhancement, improvement of urban public space and citizen management and multimodal mobility and accessibility and removal of barriers.
To these road safety, improvements in the distribution of goods, integration of mobility in urban policy, environmental quality and energy savings through the implementation of a Smart Movility platform, the Mobility Office join the earthquake evacuation plan and environmental impact study.
Citizen participation
Emphasis will be on the development of the Mobility Plan for citizen participation since the beginning of the process with the release of its implementation, rationale and objectives.
It is to produce a document born of participation and consensus, in order to ensure the highest degree of contribution and assimilation by all the agents.
To this end, the Plan documents will be made available to the public via the Internet, forums and associations, information days and exhibitions to their suggestions and incorporating them into the conclusion of the Plan.
