Martinez explained that "RECI began to take shape in June 2011 with the signing of the Manifesto for Smart Cities. The aim is to generate a dynamic automatic and efficient management of infrastructure and urban services, and the reduction of public spending and improving the quality of services, thereby achieving attract economic activity and generating progress, plus a more cohesive and caring society, attracting human talent and creating a new economic fabric of high added value.
Smart cities are those that have an innovation system and networking to provide them with a model for improving economic and political efficiency allowing the social, cultural and urban development through the cooperation of public and private sector.

The Social Innovation dedicated to working on accessibility, culture and sport, civic participation and e-Participation, and tele-health, security and management of public emergency services, tourism and leisure education and open government and open data.
Energy group seeks to convert municipal buildings in smart space, increase efficiency in street lighting and renewable energy facilities, and increase information, training and dissemination to citizens in the field of energy efficiency.
Meanwhile the group of environmental infrastructure aims to improve livability environmental quality, management of public infrastructure, urban facilities, parks and gardens, public buildings and implementation of home automation, promoting sustainable building, the improving the livability and urban planning, waste collection and treatment, in addition to planning in general.
