The Town Planning of the City of Lorca, Francisco Garcia, has reported that the Planning Department has addressed the development of a new ordinance to regulate the licensing of activities that are exempt from environmental qualification process and is intended to provide greater agility in handling, setting maximum time periods for resolving the cases after which the licenses shall be granted by administrative silence.
With that, the Planning Department seeks to encourage measures enabling the creation of enterprises and generating jobs, issues that are always desirable, but is even more so in a situation like the current economic crisis in which governments have a responsibility to make whatever efforts are needed to reverse the trend and build confidence and employment.
It is definitely a new effort by the City Government team in the process of modernization and revitalization of urban management and the goal of providing citizens with a more agile and efficient work.
Moreover, it is noteworthy that this ordinance is adapted to the new Integrated Environmental Protection Act, which will not take effect until January 1, 2010.
However, the Planning Department wanted to take this opportunity to anticipate, combining the convenience of simplifying procedures and shortening deadlines with the entry into force of the new law also seeks the same objectives.
The ordinance distinguishes between three different blocks of activities and time-resolution processing according to its technical complexity and environmental impact.
Thus, those activities that have minimal technical entity, with little impact on the environment and urban management and also do not require implementation of major work should be granted with certification signed by a technician in accordance with the model that stated in the ordinance itself within 15 days.
In this type of action would be framed by such grocery stores without a workshop with an area of less than 250 m2, artisan workshops, clothing, repair of household appliances, ..., commercial offices, banks, doctors, ..., with smaller area of 300 m2.
In a second group comprising those activities which, although of low incidence, need more building permits for its implementation, in which case will require a project signed by a competent technician and certified by the Association for and in such cases the resolution of the file will occur no later than two months.
Activities is similar to the previous group but they need the building permit higher to start the activity.
Finally, those who, while not having a significant impact on the environment and urban management, have greater technical complexity and increased risk for people and goods, according to their surface or mechanical power installed, it will also technical project and will be granted within a maximum of 3 months.
